This position is located in the Executive Office of the President, Office of Administration, Office of the Chief Financial Officer, Procurement and Contract Management Division. The incumbent will serve as the Director responsible for ensuring that agency policies and procedures comply with the Federal Acquisition Regulations (FAR) and planning, negotiating, and administering the procurement of goods, systems, or services with specialized state-of-the art, critical or scarce requirements.
Summary

As a Supervisory Contract Specialist, GS-1102-15, your typical work assignments may include the following:
Leads, manages, and evaluates the overall performance for a team of subordinate supervisors, team leaders, professional, technical, and support personnel.
Assigns work to subordinates based on priorities, consideration of the nature and complexity of work and capabilities; sets priorities, quarterly and annual goals and tracks progress of work; and evaluates work performance of subordinates and subordinate leaders.
Advises senior officials on policies and procedures related to acquisition-specific requirements such as: procurement planning using a contract management tool, development of acquisition strategies, source selection, and evaluating the performance of various types of contractual actions.
Serves as the subject-matter-expert on contract negotiations responsible for organizing and leading negotiations, overseeing contract administration, scope or other modifications, price adjustments, contract termination and closeouts.
Serves as the subject-matter-expert for program officials on all acquisition and administrative matters affecting the procurement of supplies and services including Information Technology and Telecommunications.
Collaborates with the agency's Office of General Counsel to ensure procurement activities comply with the intent of Office of Management and Budget (OMB) Directives.
Responds to the Government Accountability Office (GAO) on contract protests lodged by commercial vendors and represents the agency in a manner that minimizes costly program delay and litigation.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management (OPM) Qualification Standards. In order to qualify for the Supervisory Contract Specialist, applicants must meet the basic requirements and specialized experience. All qualifications must be met by the closing date of this vacancy announcement.
TIME-IN-GRADE REQUIREMENTS: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
BASIC REQUIREMENTS: In accordance with OPM Qualification Standards, the Contracting Series, 1102 has a basic requirement.
In order to meet the basic requirement for the Contracting Series, applicant meets one of the requirements listed below:
A. I have completed of all mandatory training prescribed for progression to GS-14 or higher level contracting positions, including at least 4-years experience in contracting or related positions. I have at least 1 year of that experience that qualifies as specialized experience at or equivalent to work at the next lower level of the position, and that provides the knowledge, skills, and abilities to perform successfully the work of the position. B. I have completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (2) Planning, negotiating, and administering the procurement of goods, systems, or services with state-of-the art, critical, and/or scarce requirements. (3) Guiding the full range of post award contract administrative activities including issuing contract modifications, negotiation changes, exercising options, investigating and resolving contractor delays, contractor performance, terminations, and disposition of claims.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
