This position is located in the EPA OIG, Office of Special Review and Evaluation.

The Office of Special Review and Evaluation focuses on oversight of programs, offices, and centers, evaluating whether and how they are effectively and efficiently meeting legal, regulatory, congressional, and public requirements and expectation as well as how the EPA implements, executes, and enforces new and existing requirements and on the extent to which stakeholders can rely on those requirements. The office conducts administrative investigations of allegations of misconduct by senior agency employees and complaints of whistleblower reprisal by agency employees, or employees of agency contractors, subcontractors, grantees, sub-grantees or personal services contractors. The office also performs special reviews of significant events and emergent issues of concern that involve a suspected or alleged violation of law, regulation, or policy, or allegations of serious mismanagement.

Responsibilities

The ideal candidate will perform the following duties: 

  • Prepares/edits briefings, presentations, reports, slides, forms and correspondence as requested, for the Office of Special Review and Evaluation and directorates using Microsoft Office (i.e., Word, Excel, Access, PowerPoint).
  • Identifies existing or potential problem in the administration of the office and recommends corrective action or preventive measures.
  • Serves as the administrative business process point of contact for the staff regarding the specialized area or program.
  • Advises the AIG on Human Resources issues and requirements including: recruiting, staffing, promotions, transfers and training. Prepares and directs the processing of the full range of personnel actions.
  • Manages procurements for the Office of Special Review and Evaluation to include purchase card transactions. Researches requirements, acquires estimates as necessary, prepares and processes paperwork, records commitments, tracks status of requests and monitors receipt of goods or services and expenditures.

This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

1) Carrying out administrative processes to meet unit needs;
2) Assisting organizational staff with timekeeping matters;
3) Using automated databases and software to produce administrative reports and record information; and
4) Establishing and maintaining manual and electronic records and filing systems; and producing written documentation, reports, and memos.

-OR-

One full year of related graduate level education beyond a bachelor's degree OR An appropriate combination of specialized experience (equivalent to at least the GS-05 grade level) and graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work.

-OR-

Superior academic achievement based on class standing in the upper third of the baccalaureate graduating class in a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

GS-9

1) Carrying out administrative processes to meet unit needs;
2) Assisting organizational staff with timekeeping matters, including helping to train new staff on timekeeping processes and systems;
3) Using automated databases and software to produce  administrative reports and record information;
4) Establishing and maintaining manual and electronic records and filing systems; and producing written documentation, reports, ad memos; and
5) Manages equipment inventory, tracking, and servicing along with purchase card activities for an organization.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

This position does not have a mandatory education requirement.

EDUCATION CAN BE SUBSTITUTED FOR SPECIALIZED EXPERIENCE,

GS-7:  One (1) full year of graduate level education or superior academic achievement in a related field or 1 year of specialized experience equivalent to a GS-5. 

GS-9: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related or 1 year of specialized experience equivalent to a GS-7.
