Duties

Help

  • Plans, organizes, and oversees all USCENTCOM Forward Headquarters facilities work covering a broad range of facility development, management and accommodation for complex, state of the art C4I facilities, systems, and equipment.
  • Oversees facility management resources including personnel, service contracts, financial programs, space utilization, and information resources.
  • Implements and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste.
  • Represents USCENTCOM with a variety of installation and functional area organizations.
  • Exercises supervisory personnel management responsibilities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work may require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver's license.
  • Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to call seven days a week, 24 hours a day.
  • This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against diseases
  • In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate, may be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an E-E position and requires the incumbent, or designated alternate, to be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear.
  • Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DoD)civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty.
  • Incumbent must obtain and maintain a Top Secret security clearance.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force civilian Drug Testing Program. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position.
  • LAUTENBERG AMENDMENT: This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Physical - if position does not require a physical BUT hired from CONUS a pre-employment physical IS required
  • This is an "Unaccompanied Tour". Family housing is not available at this location.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the GS-0800 Engineering Series.

BASIC REQUREMENT OR INDIVIDUAL REQUIREMENT: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified Academic Courses, or Related Curriculum.

SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-0801-13 and have at least one (1) year of specialized experience to the GS-12 (or higher) grade level or equivalent pay system (may have been obtained in the Federal service, military, or private sector). Examples of specialized experience include knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent or plan such as a CENTCOM Headquarters, with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns and identify maintenance or restoration requirements; analyze facility and equipment requirements against CENTCOM facility needs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities and equipment.
2. Extensive of basic Air Force budgeting principles, concepts, and practices.
3. Thorough knowledge of safety and security practices for CENTCOM facilities and Air Force organizations.
4. Mastery of basic construction and engineering principles sufficient to identify hazardous conditions in proposed renovations/additions.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and to communicate effectively both orally and in writing.
6. Ability to read and interpret paper- or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintains and updates documents and records.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
