Duties

Help

Provides advice on and administers a broad range of benefits programs, issues, and projects. Program areas include the Federal Employees Health Benefits (FEHB), Federal Employee's Group Life Insurance (FEGLI), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), the Thrift Savings Plan (TSP), long term care insurance, and flexible spending. Serves as the lead for managing the agency’s in-house benefits programs.

The incumbent must counsel employees on retirement, provide retirement estimates, and make retirement determinations, provide guidance on and process civil service and military deposits/redeposits, verify creditable service and compute service computation dates, process death cases and counsel survivor beneficiaries, and process benefit elections and personnel actions in the Federal Personnel and Payroll System (FPPS).

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service.  Specialized experience is experience providing guidance to employees in the area of federal employee benefits.  Examples of specialized experience include: providing guidance to employees relating to retirement, health and life benefits, TSP, and civilian and military deposits; and computing/verifying service computation dates and resolving issues regarding creditable service.

To qualify at the GS-13 level, you must have at least one year of experience equivalent to the GS-12 serving as a subject matter expert in the area of federal employee benefits. Examples of specialized experience include: interpreting policy and providing guidance to employees relating to retirement, health and life benefits, death benefits, and civilian and military deposits; identifying and adjudicating FERCCA cases; and computing/verifying service computation dates and resolving issues regarding creditable service.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
