The Deputy Assistant Inspector General for Legal and Legislative Affairs serves as the Deputy to the Assistant Inspector General for Legal and Legislative Affairs (AIGL). The incumbent shares responsibility for providing legal guidance, counsel, interpretation, and advisory services on legal matters arising from the Office of Personnel Management (OPM) and the Office of the Inspector General (OIG) operations and activities, and proposed legislation and regulations.
Summary
The Deputy Assistant Inspector General for Legal and Legislative Affairs serves as the Deputy to the Assistant Inspector General for Legal and Legislative Affairs (AIGL). The incumbent shares responsibility for providing legal guidance, counsel, interpretation, and advisory services on legal matters arising from the Office of Personnel Management (OPM) and the Office of the Inspector General (OIG) operations and activities, and proposed legislation and regulations.
This announcement is open to all groups of individuals within the civil service. The civil service consists of all persons who occupy positions in the executive (includes excepted service), judicial, and legislative branches, except positions in the uniformed services. Also included are experts and consultants who occupy appointive positions, and individuals in the Postal Service and the Postal Rate Commission. The District of Columbia Government is not part of the Federal civil service.
Shares responsibility with the AIGL for providing legal guidance, counsel, interpretation, and advisory services on legal matters arising
from OPM and OIG operations and activities, and proposed legislation and regulation;
Shares responsibility with the AIGL for the administration of OLLA and the direction and supervision of the staff, including attorneys,
paraprofessionals, and non-professional support staff;
Oversees the OIG's relationships with Congress and the media; legislative research, analysis, and development; and activities through which OIG makes information and work products available to the public;
Oversees legal matters associated with appropriations, procurements, contracts, office policy and procedures, intra- and inter-agency communications, statutory and regulatory compliance issues, Administrative Sanctions, and litigation;
Resolves difficult and complex legal and factual issues that arise in the context of the OIG's audits, investigations, evaluations, and management activities.

Qualifications
To meet the minimum qualifications for this position, you must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of a Bar in good standing, and must possess all of the mandatory Executive Core Qualifications and Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. TECHNICAL QUALIFICATIONS:
Demonstrated experience in managing and leading a legal office, component, or significant team, including effective training and development of staff; efficient use of human and information resources; problem-solving and decision-making; planning and formulation of legal strategy; and prioritizing work and ensuring timely response to urgent matters.
Demonstrated experience communicating effectively on complex legal and technical issues through oral and written communication.
Demonstrated experience in preparing memoranda, legal documents or reports outlining facts and legal issues, analyzing factual and legal issues involved, explaining the application of legal principles and precedents, and justifying recommendations or conclusions for senior government officials or high-level officials in the private sector.
Demonstrated experience in overseeing the representation of an organization engaged in OIG investigations, audits, evaluations, and/or administrative sanctions.

Salary for Senior Executive Service positions varies depending on qualifications.
Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
