Summary

Duties

Help

As a Legislative Analyst, GS-0301-12, your typical work assignments may include the following:

  • Performance of analytical staff work involved in the coordination, review, and clearance of draft legislation, testimony, and letters that Executive Branch agencies intend to transmit to Congress;
  • Preparing and coordinating the review and clearance of Statements of Administration Policy, which express the Administration's position on legislation that is scheduled to be considered on the floor of the House or the Senate;
  • Keeping OMB and other White House officials informed of important legislative developments, including upcoming votes, hearings, and mark-ups; and
  • Preparing enrolled bill memoranda (signed by the OMB Director and presented to the President) on legislation that has been passed by Congress and sent to the President for approval or disapproval.

  • Incumbent may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and OMB.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that includes: initiating and performing objective analysis of complex public policy issues and/or legislation in at least one of the following areas: transportation, homeland security, justice, commerce, treasury, taxes, finance, small business, space, or science and technology. Such experience must demonstrate: (1) ability to utilize qualitative and quantitative techniques to analyze public policy and make recommendations; (2) ability to independently draft and present succinct written products to describe complex analysis, policy options and implications, and recommendations; (3) ability to work with the processes, policies, and procedures used in preparing and analyzing the budget and appropriations and authorization legislation; (4) tracking a high volume of bills throughout the legislative process, and analyzing and summarizing complex changes to legislative statute; and (5) independently managing multiple tasks and adapting to rapidly shifting priorities and faced-paced environment with tight deadline.

There is no substitute of education for specialized experience for the GS-12 position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
