This position reports directly to the Assistant Chief of the National Audio-Visual Conservation Center in Culpeper, Virginia. The Video Preservation Laboratory at the Packard Campus of the National Audio-Visual Conservation Center in Culpeper, VA, is responsible for the digitization of the Library’s extensive collection of videotape for access by the public and rights-holders and long-term preservation in the highest quality, most accurate copies.
Supervises a group of employees performing work up to the GS-12 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Continually evaluates current methods and problems routinely encountered in the preservation of video materials. Knowledgeable of the techniques for physical care, preparation, and playback of video-based media as well as the causes of defects. This knowledge enables incumbent to provide meaningful insight and overview of supervised employees' work. Supervises routine inspections after video preservation transfer process are completed. Assists in resolving complex program and administrative issues and in the resolution if complex video preservation issues or technical transfer problems. Performs all relevant administrative and human resources management functions including establishing guidelines and performance expectations for staff, which are clearly communicated the formal employee performance management system and reviews; observing and monitoring workers' performance; providing feedback; resolving informal complaints and grievances; developing work improvement plans; recommending personnel actions; providing advice and counsel to workers related to work and administrative matters; effecting disciplinary measures; approving or disapproving leave requests and ensuring subordinates are trained and fully comply with safety regulations.
Identifies resources needed for video preservation, and decides preservation techniques. Implements specifications and procedures for preserving and copying originals, using recognized archival standards. Monitors the quality and consistency of video preservation duplications and optical disk copies, ensuring adherence to established archival standards and specifications. Has extensive knowledge of video formats, including consumer, industrial, professional, and archival formats. The condition of these media formats ranges from pristine recordings to those made on antique legacy machines. Machine formats encountered include a wide range such as HDCam, Digital Betacam, Betacam, DVCPRO, U-Matic, VHS, Betamax, 1 inch, and 2 inch open reel and video cassettes in addition to optical discs. The supervisor uses these VTRs to transfer video images and associated sound tracks to digital preservation formats. Oversees fulfillment of video preservation copy orders. Performs quality assurance on material digitized and duplicated; monitors the completion of preservation projects and fulfillment orders. Supports datacine digitization and fulfillment operations.
Creates digital files of selected materials and performs post-processing functions consistent with preservation directives in an archival setting. Performs digital preservation on video collection materials from the earliest historical analogs formats through modern digital media. Generates master JPEG2000 files from analog and digital source materials. Ensures visual content media is digitized without visual or technical irregularities. Captures existing metadata and creates new technical metadata for all items, ensuring all pertinent information about original work and its production data is approximately given according to established guidelines. Provides ongoing updates and enhancements to established guidelines. An understanding of database and cataloging standards is needed for creating and modifying metadata associated with the collections to be preserved.
Analyzes and resolves complex organizational or program-related challenges in developing and maintaining relationships with various agency stakeholders in the government, private industry, and/or academic institutions. Develops policies and procedures governing the organization's liaison activities across organizational lines. Independently plans and executes major liaison activities. Develops and implements plans designed to enhance relationships with targeted stakeholders.
Considered an expert in the operation of a full range of sophisticated professional analog and digital video equipment. Uses laboratory and studio equipment; prepares written preservation proposals and justifications, analyzes, determines and prioritizes preservation requirements; performs transfers from legacy formats to more stable media including digital formats; and prepares preservation reports.
