Summary

The FHFA Office of Inspector General (FHFA-OIG) is responsible for, among other things, conducting audits, investigations, and other activities of the programs and operations of FHFA, and recommending polices that promote economy and efficiency in the administration of, and prevent and detect fraud, waste, and abuse in, FHFA's programs and operations.

This position is in the Office of Audits (OA). The incumbent serves as an Auditor and reports to the Audit Director.

Duties

Help

If selected at the EL-7 or EL-9 level, you will have the opportunity to learn to perform the duties of this position going up to the full promotion potential at the EL-13. You will receive training to help you grow in this position.

  • Develop audit plans, and modify them during the course of audits to change areas of emphasis or approaches, as necessary.
  • Review team or individual findings, and identify issues covering such areas as administrative and program controls, program procedures, allocation and expenditure of funds, potential fraud and/or waste, adherence to legislation, agreements, contracts, and other program requirements.
  • Review in-progress audits to ensure adherence to audit plans and conformance with professional, regulatory, and quality requirements.

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the EL-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-05 grade level in the Federal service. EL-07 is equivalent to a GS-07. Specialized experience must include:

- Experience obtaining and evaluating audit documentation for accuracy; AND
- Experience researching laws, regulations, guidelines, and approved procedures to provide findings.
OR You may substitute education for specialized experience as follows:
1 year of graduate level education or superior academic achievement. OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

For the EL-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-07 grade level in the Federal service. EL-09 is equivalent to a GS-09. Specialized experience must include:
- Experience assisting in developing audit plans and modifying them during the course of audits; AND
- Experience evaluating processes or procedures to identify deficiencies.
OR You may substitute education for specialized experience as follows:
2 years of progressively higher level graduate education leading to a master's degree. OR
A master's or equivalent graduate degree. OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the EL-09, you must have been at the EL/GS-07level for 52 weeks.
For the EL-07, you must have been at the EL/GS-05level for 52 weeks.

Education

Education Requirements:
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
-Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
