Help

The Science, Technology and Business Division provides reference services and develops the general and digital collections of the Library in all areas of science, engineering, business, and economics with the exception of clinical medicine and technical agriculture. The Division serves various groups of users including Congress, foreign and U.S. Government agencies, national and international academics and scholars, research and scientific institutions, the professional and business communities, and the general public.

Candidates interested in a position within the Business Reference Services should have knowledge of business and economics subjects and resources. Candidates interested in a position with the Science Reference Services should have a general knowledge of science and engineering subjects and resources, or specialized expertise in a scientific or engineering discipline. Candidates in both areas are responsible for a number of duties:

Provides reference and instructional services to individual researchers and groups where needs are determined from client interviews in person, via web-based tools, over the telephone, or from written requests, and uses materials found within the library's collection or can be located within a research database or other electronic resources. Staffs the public reference desk in the Science & Business Reading Room throughout the week, including occasional evening and weekend shifts.

Consults acquisition policies to determine whether items are appropriate for purchase, copyright claim, exchange, gift, web archiving, or other type of acquisition. Reviews a variety of brochures, catalogs, journals, and other sources for possible acquisition in order to develop reference collections in areas of subject responsibility. Examines recommendations to identify processing and custodial requirements and to identify out-of-scope materials. Uses standard methods, techniques, concepts, and principles to perform collection development assignments, which may involve materials in multiple languages.

Assists in preparing research guides, blogs, finding aids and other web products that connect researchers to the Library’s science and business collections, services and programs using library applications and discovery tools.

This is a non-supervisory, bargaining unit position.

The incumbent for this position will work a full-time, flextime work schedule.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Conditions of employment

At present, the Library of Congress will not enforce an earlier policy to require all employees be vaccinated against COVID-19. However, employees are required to certify their vaccination status, which is used to plan and implement workplace safety protocols, such as those related to mask-wearing, physical distancing, testing, travel, and quarantine. Upon request, new hires may be required to show proof of vaccination to the Health Services Division. Library employees who are not vaccinated may be required to undergo testing for COVID-19 every seven days.

Library of Congress employees are prohibited from using illegal drugs, including marijuana. The Library is part of the Federal Government and abides by federal law, so regardless of individual state or District of Columbia laws, marijuana use is illegal, considered criminal activity, and can affect your employment at the Library. In addition, past drug use and activities (e.g., selling or distributing) may deem you ineligible for employment.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to provide reference services.**

Knowledge of science or business subject areas.**

Ability to use integrated library systems or web scale discovery services, library applications, and other information technologies.**

Ability to develop and manage library collections in business or science.

Ability to develop research or instructional materials in business or science.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Education

Basic Requirement:

All librarians must meet the requirements for professional education in library science or possess equivalent experience and education.

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

Or

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic entry qualification requirements, applicants must have directly related education and/or specialized experience.

GS-09

Two full years of progressively higher-level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

Foreign Education – Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE). Failure to submit a foreign education evaluation report will result in disqualification of your application.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
