The incumbent directs the formulation of legislation, regulations, policy guidelines, and procedures for accomplishing the following: determining eligibility for vocational rehabilitation; evaluating limitations and capacities; providing counseling services and motivating disabled veterans towards rehabilitation; planning for the achievement of viable employment opportunities and independent living; providing for and/or securing ancillary and supplemental services to accomplish rehabilitation; identifying and assuring opportunities for placing rehabilitated veterans in suitable training and employment environments.

Collaborates to help determine national performance measures, targets, strategic objectives and assists in budget formulation process to ensure the budget targets are in line with VR&E's commitment to continuous improvement of programs and services. Collaborates with internal and external stakeholders to ensure program scope meets necessary statutory and regulatory requirements. The incumbent will collaborate within the business to ensure national, regional and local performance measures are determined.

Reviews proposed legislation and Executive Orders affecting VR&E programs. Makes recommendations concerning specific changes to existing or planned VR&E program initiatives to ensure conformance with current legislation, regulations, or Executive Orders.

Innovate and maintain program and policy within the current legacy systems, while collaborating and implementing up-to-date and future systems and services to improve the VR&E landscape. Works collaboratively with field offices, partners and stakeholders to enhance Veteran satisfaction.

Initiate and maintains liaison with federal, state, and local government agencies to ensure linkage with the implementation of Executive Orders, legislative mandates, or other proposals. Negotiates all required contractual agreements, memorandums of understandings, etc., necessary for the implementation of arrangements such as joint VA/state DVR, VA/DOL, VA/OPM agreements.

Coordinate responses to Congressional, OMB, and GAO inquiries, as well as the preparation of responses to controlled correspondence. Coordinates with the Office of General Counsel (OGC) and Office of Regulation Policy and Management (00REG) as needed.

Involved in the development and approval of various IT and/or IT related systems. Through market research and available resources, the workgroup makes determinations based on system relevance, importance and implementation of potential replacement systems.

Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.

Qualifications

This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability. If you are a current Federal employee, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment you must meet time in grade.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

Specialized Experience Requirement (GS-15): You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: knowledge of general laws affecting veteran's Veteran Readiness and Employment benefits and a full and complete knowledge of the laws, regulations, precedent opinions of the Court of Veterans Appeals, authoritative opinions of the General Counsel, and the procedural requirements affecting the entire field of Veteran Readiness and Employment benefits programs. Additionally, you must be able to direct the formulation of legislation, regulations, policy guidelines, and procedures for accomplishing the following: determining eligibility for vocational rehabilitation; evaluating limitations and capacities; providing counseling service and motivating disabled veterans towards rehabilitation; planning for the achievement of viable employment opportunities and independent living; providing for and/or securing ancillary and supplemental services to accomplish rehabilitation; identifying and assuring opportunities for placing rehabilitated veterans in suitable training and employment environments. Candidates must also have demonstrated in their work experience or training that they possess, the qualities to supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge of employee relations (e.g., performance or conduct based actions) and/or labor relations (e.g., grievance process or negotiations) practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Relocation Expenses: Relocation expenses are authorized for this position. The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services. Permanent Change of Station is the relocation of a household due to government convenience in connection with the transfer between duty stations or facilities. In consideration of the payment of expenses for travel and transportation, the selectee agrees to remain in federal service for twelve (12) months following the date of transfer. COVID-19 Pandemic Expanded Telework Program
