Duties

Help
  • Develop and implement statewide partnership strategies in coordination with natural resource program leads and managers with non-government organizations, private industry, education institutions, and individuals.
  • Provide guidance on partnership agreements and ensure agreements meets public land management objectives.
  • Research, develop, and establish new statewide partnerships and enhances current partnerships in priority natural resource management programs.
  • Plan, coordinate, and conduct special youth and volunteer program projects and assignments including budget, grants, and agreements.
  • Negotiate terms of agreements with both internal and external partnership representatives.
  • Provide direction to BLM personnel on youth programs such as Youth Conservation Corps and Student Conservation Association.
  • Provides strategic advice and guidance to State leadership, senior staff, and managers in the development of outreach campaigns related to youth and volunteer initiatives.
  • Coordinates with leadership to resolve issues and barriers in the developing partnership opportunities.
  • Identify and make recommendations to the State Director, Associate State Director, Deputy State Director, and Branch Chiefs regarding priorities for partnership development.
  • Engages in problem solving and issue resolution, technical assistance, information reporting, and training related to how partnerships can facilitate resource management of public lands.
  • Produce brochure or flyers about volunteer initiatives and outreach efforts for internal audiences, agency leadership, and the public.
  • Provide written guidance on outreach objectives, policy, and procedures.

Qualifications

To qualify for the GS-11, you must have one year of specialized experience equivalent to the GS-09. Examples of specialized experience may include: Implementing partnership agreements and coordinating volunteer opportunities. Applying for grants, assisting with implementation of an assistance agreement for the Federal Government, or reviewing grant applications. Working with youth organizations and partner groups on achieving mutually beneficial tasks. Implementing regional partnership strategies in coordination with natural resource program specialists, managers, and external groups including industry, educational institutions, or individuals. Coordinating support for youth and volunteer program activities and agreements. Experience in grant management can be gained by any portion of the grant application or management process including applying for grants, managing an assistance agreement for the Federal Government, or reviewing grant applications.
OR APh.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or a related LL.M. Applicants may also qualify with a combination of qualifying education and experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.

To qualify for the GS-12, you must have one year of specialized experience equivalent to the GS-11. Examples of specialized experience may include: Developing and providing guidance on partnership agreements and volunteer opportunities. Development of announcements for grant funding opportunities and management of assistance agreements for the Federal Government. Planning, directing, or coordinating youth and volunteer program projects and assignments in support of agency priorities. Assisting in the development or local or regional partnership strategies. Conducting outreach and management of regional programs or agreements that facilitate resource management of public lands.
Education may not be substituted for specialized experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements by the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: Work is primarily sedentary with periodic field trips. May periodically require evening or weekend meetings.

Work Environment: Work is typically performed in an office setting. Field work may include site visits in inclement weather. Abnormal stress situations may occur when meeting short deadlines.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit.
