Help

As a Lead Environmental Protection Specialist, you will:

  • Serve as national expert and advisor, providing leadership in the development, interpretation, and revision of climate change, resilience, sustainability, alternative fuels, and air quality factors associated with Federal-aid highway program policies, procedures, and criteria; develops program emphasis, goals, and objectives, and the most effective methods for executing office programs.
  • Lead efforts to develop guidance, training, and assistance on the identification and analysis of climate change, resilience, sustainability, alternative fuels, and air quality factors during the planning, design, construction, and operation of highways in the areas of responsibility assigned to the team. Provide national expertise on climate change, resilience, sustainability, alternative fuels, and air quality issues and lead effort to develop FHWA’s nationwide environmental activities.
  • Lead efforts to formulate and support training seminars and technical assistance workshops for state highway and FHWA professionals concerning the principles, practices, and methods for effectively determining and addressing those environmental factors for which the team has responsibility.
  • Provide national senior technical, procedural, and policy expertise within HEPN related to climate change, resilience, sustainability, alternative fuels, and air quality. Furnish recommendations on alternative methods to mitigate or minimize environmental impacts.
  • Collaborate on the identification of areas of needed research, implementation, and demonstration projects relating to climate change, resilience, sustainability, alternative fuels, and air quality. Coordinate the initiation of these projects, through liaison with FHWA’s research offices, the Office of the Secretary of DOT, Transportation Research Board, and others. This may also include coordination with international groups such as PIARC (the World Road Association) subcommittees. Ensure that research funds are obligated in a timely manner and that funded projects advance as planned and contribute to and support national priorities. This may include developing scopes of work, reviewing competitive proposals, and serving as Contracting Officer Representative (COR) to ensure quality deliverables and fiscal management as well as efforts associated with outreach and implementation of research deliverables.
  • Maintain top-level contacts and coordinate FHWA climate change, resilience, sustainability, alternative fuels, and air quality program activities with other agencies. Oversee and provide the interface between environmental quality aspects of the Federal-aid highway program and the activities and programs of the Environmental Protection Agency (EPA), the Department of Energy , and other Federal agencies for the assigned areas of responsibility. Serve as a focal point in the Office of Planning, Environment, and Realty for coordination with the Chief Counsel’s Office and other FHWA units on climate change, resilience, sustainability, alternative fuels, and air quality technical, legal, and policy matters requiring resolution.

The ideal candidate for this position is a senior level professional and technical expert that provides leadership, coordination, and guidance to FHWA headquarters and field offices, and stakeholders on climate change, resilience, sustainability, alternative fuels, and air quality issues related to surface transportation programs and legislation. The candidate should have experience developing Agency-wide policies, strong analytical and communication skills, and experience working on multi-disciplinary teams.

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. You will be asked related questions as part of your application, but you also need to verify how you meet this specialized experience in your resume or you may be deemed ineligible. 

To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:

  • Experience leading and developing national level programs, policies, and projects related to climate change, resilience, sustainability, alternative fuels, or air quality; AND
  • Experience researching, interpreting, effectively communicating, and providing advice on policies and procedures related to climate change, resilience, sustainability, alternative fuels, or air quality; AND
  • Experience developing and implementing policies, regulations, guidelines, standards, procedures, techniques and/or initiatives related to transportation and specific to environmental issues.

You cannot substitute education for specialized experience at this grade level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. TECHNICAL KNOWLEDGE - Knowledge of transportation planning, legislation, regulations and guidance.
  2. PROGRAM ANALYSIS, DEVELOPMENT, RESEARCH - Knowledge of transportation planning practices and analysis.
  3. COMMUNICATION - Written/Oral/Presentation
  4. COMMUNICATION - Representing an organization/interpersonal
