To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Examples of such experience include: gathering, reporting, and analyzing quantitative data; developing and managing enterprise-wide human capital dashboards, scorecards, KPIs, and reports; interpreting customer requirements and providing data sets that meet their needs; developing strategic objectives for a data management program based on resources, customer requirements, and organizational goals.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

ICTAP and CTAP provide eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
