The Executive Director (ED), Office of Bioinformatics, is responsible for overseeing and providing administrative, technical and scientific direction and capabilities for an enterprise-wide approach for how Department of Veterans Affairs (VA) research advances informatics/computing capabilities and is integrated in the delivery of care as part of the VA learning healthcare system.
The ED will oversee all aspects of a major medical informatics research program, including committing resources, gaining compliance with policies and procedures, scientific/methodological development and resolving complex issues related to a national bioinformatics research program. Major functions include:
Oversee and manage all technical, regulatory, and practical aspects of the ORD bioinformatics program. This includes defining program objectives and goals, setting project and program milestones, overseeing the efforts of the bioinformatics team in Central Office and in the field, evaluating program achievements, and ensuring the technical and regulatory feasibility of all program operations.
Harness achievements in these bioinformatics programs to improve VA medical research and Veteran health and care. Works with senior staff to determine research applicability and priorities.
Lead Office of Research and Development's (ORD) response to the President's "Big Data Research and Development Initiative," which endeavors to improve the nations' ability to obtain knowledge from large amounts of complex digital data to accelerate discovery in science and engineering.
Coordinate activities with the ORD Strategic Initiative for Research & Electronic Health Records (EHR) Synergy (OSIRES) team in the implementation of the new Electronic Health Record.
Work closely with the Office of Information and Technology (OI&T) and the VA Informatics and Computing Infrastructure (VINCI) to manage bioinformatics and computing projects, including determining budget and mitigating technological risks. The incumbent oversees these interdisciplinary informatics programs, bridging Central Office and field OI&T staff with project Principal Investigators.

Qualifications

BASIC REQUIREMENTS FOR PHYSICIAN
U.S. Citizen
Degree of doctor of medicine: Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) of the American Osteopathic Association for the year in which the degree was granted. (3) For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant.
Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training.
Licensure: Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA.
BASIC REQUIREMENTS FOR HEALTH SCIENCE OFFICER:
U.S. Citizen
Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
DEMONSTRATED LEADERSHIP EXPERIENCE:
Applicants must possess extensive leadership experience in informatics within the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with research governance, policy and implementation.
In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

B. TECHNICAL QUALIFICATIONS (TQ):
Experience in leading and managing a large public or private sector national level research information technology, scientific computing and information management program consisting of geographically dispersed facilities of varying complexity.

Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent often carries books and papers to and from meetings and conferences. It is highly likely that the incumbent may have to travel between office buildings for meetings, which will involve going outside during various elements of weather.
