The Veterans Health Administration (VHA) Procurement and Logistics Office (P&LO) supports the VHA in purchasing high quality, cost-effective health care products and services. The Office also works to standardize health care supplies, equipment, and services through aggressive contracting, and by monitoring logistics data. With annual expenditures of more than $15 billion and a staff of more than 2,800, VHA Procurement and Logistics Office is one of the largest procurement and supply groups within the federal government. The office oversees purchasing and distribution of pharmaceuticals, medical and operational supplies, prosthetics, high-tech medical equipment, and other critical patient care items to VHA health care facilities, which comprise the largest health care delivery system in the United States.

The Executive Director Logistics leads and manages operating goals and objectives from a central office (corporate) perspective, with occasional travel required to ensure operational and safety standards are meeting compliance and goals.

The Executive Director Logistics reports to the Executive Director, Acquisition Technology and Logistics (AT&L). The responsibilities include, but not limited to the following:

Functions as the subject matter expert and advises and assists the Executive Director, AT&L and other key senior staff on all healthcare logistics and medical supply chain issues.

Leads the development, implementation, oversight, and improvement for all VHA healthcare logistics and medical supply chain activities.

Manages VHA logistics information technology and data and ensures full system implementation within designated time-frames and approved budget resource levels, including completion of system and interface changes.

Responsible for the planning, implementation, operation, sustainment, and improvement of the VHA Regional Readiness Centers, which provide supplies and equipment to ensure VHA all-hazards preparedness and internal medical supply chain resilience during large scale events (e.g., pandemics, national emergencies).

Is the chief spokesperson at the executive level in all major Logistics, supply chain program reviews, inspections, conferences, evaluations, and major milestone events. Has executive responsibility for developing and implementing objectives, concepts, plans and standards for logistics to support VHA requirements.

Maintains constant and extensive communication with Medical Center and VISN Leadership, VHA Clinical program offices, clinical field based experts and technical specialist to ensure input and coordination in key logistical decision making.

Responsible for acquisition and logistics activities related to VHA commodities and medical-surgical supplies

Responsible for planning, implementation, operation sustainment and improvement of healthcare logistics and supply chain operations.

  • VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $135,468 to $196,735. Exceptions to the cap of the range may be considered in certain circumstances.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to each of the following ECQs and include your name on each page. Your narrative must address each ECQ separately and demonstrate the underlying competencies in the narrative. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ:

  • Challenge. Describe a specific problem or goal.
  • Context. Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale, etc).
  • Action. Discuss the specific actions you took to address a challenge.
  • Result. Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met. Information that exceeds these guidelines will not be reviewed. TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following specific TQ(s). Please label and include your name on each page. TQ 1: Extensive senior leadership in healthcare supply chain management possessing demonstrated knowledge and experience in medical logistics and acquisition lifecycle management in large healthcare organization(s) or healthcare system(s).

TQ 2: Executive level healthcare policy and program experience incorporating information technology / systems to drive enterprise change.
