Duties

Help

The Executive Director leads the development of a revitalized NSTC and develops a strategic vision with action-oriented authorities for the NSTC and builds an effective leadership team for a refreshed organization. They will oversee the activities of the NSTC and collaborates with heads of agencies and the Executive Office of the President (EOP) on the creation of a mission, vision, goals, and strategies to reorient and make the NSTC and its sub-bodies more efficient and effective. The Executive Director directs or initiates cooperative efforts between NSTC and other sub-bodies of the EOP on specific, highly complex, and sensitive policy issues. They provide high-level expertise and assistance to the OSTP Director, and the NSTC membership in the critical and sensitive task of creating, advising, guiding, and coordinating major national and international policies. They will engage and manage relationships with non-federal entities on critical priorities of the EOP and opportunities to enhance NSTC.

The main functions of the position are:

  • Provides key strategic vision and direction to strengthen and build a nimble and effective team and impactful NSTC.
  • Leads the development of strategic functions of the NSTC to achieve maximum efficiency, effectiveness, and impact in its operations and products.
  • Directs the creation of new collaboration strategies, decision-making processes, and inclusive management tools and services.
  • Develops, in collaboration with OSTP and OMB, an appropriate budget for NSTC.
  • Maintains an awareness of all NSTC work assignments and associated deadlines. Oversees the timely completion and interagency document clearance of all such assignments and resolves conflicts that require NSTC member decisions.
  • Recommends priorities for addressing policy challenges and advises and assists the NSTC in identifying and fostering policies to meet national objectives.
  • Coordinates activities among NSTC members and senior OSTP staff that relate to the overall direction of the Council, as well as activities associated with various sub-bodies established by the full Council.
  • Develops relationships with non-governmental organizations and engagement strategies to promote the NSTC's mission and new strategic position within the EOP.
  • Performs other functions required by the OSTP Director, the Chief of Staff, or the Deputy Chief of Staff.

  • This position will be based onsite at OSTP, which is located in the Eisenhower Executive Office Building in Washington, DC.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

  • Experience leading interagency discussions and negotiations.
  • A background in science and technology policy development and implementation.
  • Experience working with senior agency officials on high priority areas.
  • Experience coordinating multiple agencies to deliver integrated scientific and technical advice


For the GS-15: I currently hold a GS-15 grade level or comparable pay band in the Federal service performing the duties listed in this announcement.

Education

Should possess at least an undergraduate degree in any field, though a degree in a scientific or technological field is desirable.
