The primary purpose of this position is to develop and implement directorate-wide strategies to communicate information about TIP and its programs. The incumbent serves as the TIP liaison with the NSF Office of Legislative and Public Affairs (OLPA) as well as external organizations, groups and individual stakeholders, and is responsible for ensuring credibility and consistency in TIP communications efforts by coordinating communications activities and programs with other TIP staff and NSF officials.
The Communications Specialist leads the planning, development, implementation and tracking of internal and external communications activities related to the full range of TIP programs; analyzes and evaluates the effectiveness and efficiency of communications needs of the directorate; and makes key recommendations concerning the best techniques to accomplish outreach goals. Specifically:
Works with Directorate/Division leadership to develop and execute an overall communications strategy in consultation with the Office of Legislative and Public Affairs (OLPA) for the division’s programmatics, investments, and impacts, taking into account key audiences; communications objectives; Administration, Congressional, and public priorities; and a range of communication mechanisms.
Develops timely, aligned strategies for specific campaigns about directorate programmatics, investments, and impacts in collaboration in with the directorate leadership.
Responsible for coordinating proactively with counterparts in other NSF directorates and offices for cross-directorate and NSF-wide efforts and current events.
Designs and develops, including serving as the primary author and/or reviewer of a wide variety of written and online communications, including but not limited to website announcements, news articles, editorials, blogs, presentations/speeches/remarks, web presence, social media, and reports responsive to the communications goals and target audiences.
In coordination with the OLPA public affairs specialists, they staff interviews and support press interactions involving TIP staff.
Develops and executes strategy and processes for other communications and outreach, including but not limited to NSF-funded conferences, media events, and road shows.
Develops relationships and partnerships necessary to ensure a consistent message regarding TIP activities; they establish rapport and work in close collaboration with continuously changing stakeholders and associates, including, but not limited to, relevant professional societies, scientific organizations, industry representatives, and public and private institutions of higher education.
Fully utilizes contemporary computer technologies, web-based applications, and social media techniques and tools to disseminate information and communications on TIP programs and activities.
Generates and tracks relevant scientific and/or administrative data to drive future decisions about communications and messaging; and uses data to prepare analytical and interpretative reports and guides.
It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs. For the GS-14 level, you have at least one year of specialized experience equivalent to the GS-13 level in federal service developing and implementing outreach strategies for an organization. Examples of experience include: developing and implementing communications strategies in written, verbal, and digital formats; developing and maintaining relationships with internal and external stakeholders; planning and leading outreach activities; utilizing social media to share organizational information; and managing outreach and communications projects.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
Relocation Expenses will not be paid.
