This is an entry level/trainee PD leading to the full performance level, GS-2210-12, located in SSA's Office of IT Financial Management and Support (OITFMS). The incumbent in this position works in a trainee capacity towards the full performance position. Classroom and on-the-job training are designed to provide experience and technical competence in the methods, procedures, principles and techniques of the full performance level.

Duties

Help
  • Analyzes the impact of major proposals for critical systems changes, resource needs and/or procurements to determine their impact on a wide range of Systems and agency project plans.
  • Identifies potential problems and develops alternative solutions/strategies and recommendations for consideration by management.
  • Develops proposals, prepares written impact papers, work plans, project plans and/or reports. Conducts or participates in briefings for managers and senior executives on the status of various projects.
  • Provides technical advice and assistance to higher management on new developments and advanced techniques in the specialty area.
  • Analyzes and makes recommendations on technical proposals in the following systems planning areas:
  • ITS initiatives/strategies/tactical plans; ITS resources/budget; administrative resources/budget; resource accounting; and/or project management and information.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, to qualify for this GS-9 position, the applicant must have one of the following:

  • 52 weeks of specialized experience at or equivalent to the GS-7 level (or above) in the federal service, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include work that involves a wide range of IT management activities that typically extend and apply to an entire organization or major components of an organization, such as strategic planning, capital planning and investment control (CPIC), workforce planning, policy and standards development, resource management, or architecture and infrastructure planning and management. This experience must also include budget management; OR
  • A master's or equivalent graduate degree (e.g. LL.B. or J.D., if related); OR
  • Two full years of progressively higher level graduate education (generally at least 36 semester hours) leading to a master's or equivalent graduate degree (e.g. LL.B. or J.D., if related).
NOTE: You must submit a transcript to substantiate claimed education. (No transcript is required if you are qualifying on the basis of experience alone.)

Education

GS-9: A Master's or equivalent graduate degree (e.g., LL.B. or J.D., if related) in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks;

OR

2 full years of progressively higher level graduate education (post-bachelor's education; generally at least 36 semester hours) leading to a master's or equivalent graduate degree (e.g., LL.B. or J.D., if related) in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

Combining Education and Experience:
GS-9: Experience and graduate level education beyond the first year may be combined to meet the minimum qualification requirement.

Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information is not provided, we will consider 18 semester/27 quarter hours to be equal to one year of full-time graduate study.
