The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $132,810.00 - $170,679.00. The salary figures include locality pay.

The successful candidate will manage and provide leadership support in the activities of staff engaged in performing staffing, classification, recruitment, compliment, and compensation.
Major duties and responsibilities include:

  • Day-to-day management of work; collaborating with peers and subordinates to assure effective advisory services
  • Provides authoritative advisory service and/or develops authoritative policy interpretations in the areas of staffing, classification, recruitment, compliment, and placement
  • Plans, organizes, and conducts research on complex staffing, classification, recruitment, compliment, and placement issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions
  • Represents USPS OIG in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans
  • Assures implementation by subordinate staff of the goals and objectives of an agency-wide program. Implements established goals and objectives; assesses measures that evaluate performance; and makes recommendations for program improvement
  • Identifies and resolves, as applicable, unique issues where no policy exists, recommending innovative actions to address new needs and/or issues
  • Furthers diversity, equity, and inclusion, including assuring equal opportunity for all subordinate employees in recruitment, selection, promotion, and special program objective
  • Practices sound position management when assigning work, combining/separating duties, establishing and abolishing positions, and in fulfilling other human resources management duties and responsibilities
  • Identifies and protects sensitive and classified information on the character, background, and history of employees and candidates for employment

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's degree from an accredited college or university AND four (4) years of related professional Human Resources experience in Staffing and Recruitment
OR
  • Must have at least six (6) years of related Human Resources experience in Staffing and Recruitment
AND
  • Must have at least two (2) years of previous supervisory experience

DESIRABLE QUALIFICATIONS
  • Degree in Human Resources
  • HR Certification, i.e., SHRM CP or SCP, PHR/SPHR, HRI Certification, USDA Graduate School HR Certification, HRIS HR Certification, etc.
  • Additional Human Resources experience in Benefits, Retirements, OWCP, etc.
  • Knowledge of U.S. Postal Service personnel guidelines
  • Familiarity using the USASTAFFING system

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of Human Resources regulations, policies, and procedures particularly those relating to staffing, classification, recruitment, compliment, and placement
  • Demonstrated skill in managing, interpreting, and advising on a variety of Human Resources issues.
  • Demonstrated ability to research, analyze and resolve complex Human Resources problems and issues.
  • Ability to supervise a diverse staff, motivate employees, and provide unparalleled customer service.
  • Ability to effectively communicate, both orally and in writing with staff and management officials.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
