The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-Prepare international economic background and briefing material for senior executive branch officials to use in intergovernmental and international meetings.
-Coordinate briefing material and negotiating positions with other offices and agencies in the executive branch to ensure accuracy, currency, coherence, and completeness.
-Analyze international economic and monetary issues and policy recommendations at the request of senior Treasury officials for intended and unintended economic effects.
-Participate in substantive aspects of formulating and implementing Department of the Treasury and U.S. Government policies pertaining to international economic organizations.
-Ensure that materials prepared by others satisfy the quality protocols and requirements expected of high-level international economic briefings.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes:
- Leading or coordinating macroeconomic or financial analysis research projects or teams; AND
- Using analysis from financial market, international trade, investment, development finance, environmental finance, or multilateral development research to formulate policy or strategy recommendations to senior officials; AND
- Building consensus positions through demonstrated communication skills involving negotiation and/or collaboration; AND
- Experience with multiple economic and financial subject areas.



For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes:
- Conducting financial or macroeconomic analysis on financial markets, international trade, investment, development finance, environmental finance, or multilateral development issues; AND
- Making macroeconomic policy or strategy recommendations to senior officials/executives; AND
- Helping to build consensus positions.


For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes:
- Conducting macroeconomic or financial analysis; AND
- Assisting with the formulation of policy options/strategies on issues such as macroeconomics, financial markets, international trade, investment, development finance, environmental finance or multilateral development.


For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes:
-Conducting macroeconomic or financial analysis with a focus on financial markets, international trade, investment, development finance, environmental finance or multilateral development.
OR
You may substitute education for specialized experience as follows. Education must be directly related to this experience to be qualifying: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Education Requirements:

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR
B. Combination of education and experience- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:

Phase 2 will be comprised of two narrative response questions. There will be a 2,500 character limit on each response. Please be sure to allow sufficient time to complete both questions before the close date of the second announcement. These questions asked represent the following competencies: fluency in macroeconomics, including analyses and ability to produce actionable policy recommendations; familiarity with development constraints or global financial stability and market liquidity. In addition to the narrative questions, you will be asked to ensure your resume contains targeted experience when uploaded to the Phase 2 announcement. The narrative questions and your resume will be assessed by a Subject Matter Expert (SME) to determine your level of proficiency and your qualifications for this position.
