The selectee of this position serves as an IT Program Manager. Duties

Help

As a IT Program Manager at the GS-2210-14 level, some of your typical work assignments may include:

  • Evaluating, designing, and implementing applications systems;
  • Managing and directing major USMS technology projects;
  • Developing, adapting, and implementing new and pre-existing organization IT projects incorporating various levels of technology and project management principles and procedures;
  • Providing expert IT program technical advice, guidance, and recommendations to USMS management; and
  • Communicating effectively with stakeholders and customers.

This position is a Testing Designated Position and is subject to random drug testing.

May be required to successfully complete a trial/probationary period.

Special Requirement of the Position:
Travel may be required.
Must be able to obtain and maintain a Top Secret Clearance.
Microsoft SharePoint Certification is preferred.
Project Management Professional (PMPM Certification is preferred.

Physical Demands:
The work is primarily sedentary, however the incumbent is required to lift and move computer equipment that may weight up to 25 pounds.

Qualifications

You may qualify at the GS-2210-14 level, if you fulfill the following qualifications:

Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

In addition to meeting the Basic Requirement described above, you must have Specialized Experience described below.

Specialized Experience: You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following: 1.) Implementing IT enterprise architecture plans that address mission-critical program objectives; 2.) Assisting with managing and directing IT projects consistent with industry standards; 3.) Performing risk management throughout the project lifecycle by identifying and assessing risks, mitigating threats and capitalizing on opportunities; 4.) Analyzing business requirements to develop IT solutions; AND 5.) Providing technical advice and assistance on IT programs to users and management.

Quality Ranking Factors: For this position, the following Quality Ranking Factors are not mandatory, but are highly desirable and will be given added weight in the ranking process. Note: Please provide a copy of your certification as part of your application package.

Current possession of Project Management Professional (PMP) Certification.

Current possession of Microsoft SharePoint Certification.

Knowledge of Agile Methodologies and the associated ceremonies.
