Summary

This position is located in the Bureau of Consular Affairs, Office of Consular Systems and Technology (CA/CST).  The person selected for this position will serve as the Chief Information Officer (CIO).  The CIO provides executive leadership for the oversight, direction, planning, and management of all CA systems technology development, implementation of related Administration and Congressional mandates, interagency technical coordination, and establishing related policy.

In this role, the incumbent oversees a comprehensive IT program that encompasses the entire system’s development lifecycle process. 

Additional executive level duties and functions include the following:

  • Develops policy and leads the execution of program management for CA information systems. Direct responsibility for overseeing processes that relate specifically to directives levied on federal agencies by the Office of Management and Budget (OMB) that are directly linked to the Department's enterprise architecture and capital planning investment control for consular systems worldwide.

  • Conducts reviews of major consular program areas to synthesize an improved and more secure method of conducting consular business through information technology to include conducting an ongoing program of technology assessment and infusing new technology into consular operations, as appropriate.

  • Leads the development, coordination, and implementation of comprehensive long-range strategic plans to ensure that CA/CST remains a reliable and nimble operation. This includes evaluating effectiveness, economy, and customer service, and developing methods for continual improvement to include making major decisions on what programs and projects will be initiated or curtailed, the amount of resources to be devoted to a particular program, and changes to be made to existing programs.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). Your experience and resume should explicitly demonstrate the following:

  • MTQ1:  Demonstrated experience leading a large-scale information technology services organization for a geographically dispersed workforce that includes serving as a customer-focused, strategic partner with senior leadership to solve complex IT issues and deliver high-profile IT projects within tight deadlines and budgets;

  • MTQ2:  Demonstrated experience developing, coordinating, and executing organization-wide administrative policies and processes (e.g. strategic planning, financial management, and procurement, etc.) needed to maintain and improve information technology services provided to a global enterprise with multiple missions and large public and interagency client bases.

The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the Mandatory Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.
