Help

The major duties of this position are:

  • Provides a wide variety of personnel programs and services for the entire Board, including but not limited to: recruitment and staffing, classification, compensation, performance management, human capital initiatives, training and development, benefits and retirement programs, security, work-life programs, employee relations, time and attendance.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; adheres to Merit System Principles and Prohibited Personnel Practices.
  • Creates and reviews policies and practices to maintain compliance, as well as develops standard operating procedures and job aids.
  • Applies written and oral communication techniques sufficient to develop and deliver human resource initiatives, issuances, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

Background Suitability Investigation: Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a Federal suitability or security clearance. Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of Federal Service at the next lower grade, GS-13.

Qualifications

To qualify for this position, applicants must meet the specialized experience* as described below:

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position typically in or directly related to Human Resource Management, and is equivalent to the work performed at the next lower grade level.

To be selected at the GS-14 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience is demonstrating practices, laws, regulations, policies, and precedents associated with personnel staffing, recruitment, and employee benefits within the Federal sector sufficient to provide comprehensive technical and consultative services to management. Applicants must have specialized experience in the following HR areas: recruitment, staffing and classification; workforce succession planning; compensation; benefits and leave; employee relations; performance and talent management; time and attendance; training and development.

Applicants with current Delegated Examining (DEU) certification are highly preferred.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (i.e Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This position is eligible for telework in accordance with STB's telework policy.
