Duties

Help

The Emergency Management Specialist:

  • Assists in the administration and coordination of FTA’s Headquarters and Regional Office Continuity of Operations Plans (COOP).
  • Supports reviews and revisions of transit safety, security and emergency management policies, procedures, standards, and guidelines, and provides guidance and technical assistance to Office of the Secretary, FTA headquarters and regional offices, the transit industry, and state and local governments regarding same.
  • Assists with Quarterly testing of FTA COOP communications equipment located at the FTA Headquarters Continuity Site and ensures that the FTA Headquarters COOP Continuity Site and the OST Continuity Site maintain updated COOP Vital Records.
  • Serves as FTA’s alternate point of contact and communications liaison for FTA regarding transit safety, public safety, and/or emergency management/response alerts and notifications.
  • Assists in training FTA staff related to emergency management and COOP responsibilities.
  • Ensures FTA emergency notifications are compliant with criteria set forth in the FTA and the Transportation Operations Center (TOC) communications agreements and standard operating procedures.

The ideal candidate is a mid-level professional with experience in the execution and management of agency's Federal continuity of operations, emergency management, and national response programs.

CONDITIONS OF EMPLOYMENT:

This position may be authorized up to 80% telework as approved by management.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience with regulatory requirements for safety or transit safety and emergency management.
  • Experience with emergency response plans, in support of emergency or national disasters events.
  • Experience developing and implementing a Continuity of Operations Plan (COOP).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Incident Management - Knowledge of the tactics, technologies, principles, and processes to protect, analyze, prioritize, and handle incidents.
  • Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving (‡) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations
  • Public Safety and Security - Knowledge of public safety and security operations; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, and property.
