Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days.  At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

A probationary period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Qualifications

Minimum Education Requirement:

Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements will be granted for courses in which 50 percent of the course content appears to be statistical methods, e.g., research methods in psychology or economics as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. 

OR 

B. Combination of education and experience -courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

AND

In addition to meeting the Basic Education Requirement above, applicants must have the experience listed below.

Specialized Experience: For the GS-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Experience for this position includes: Knowledge of statistical theories, methodology, and techniques to solve problems; assisting with the planning and executing of projects or programs with rigid deadlines; assisting with conducting analysis using statistical software packages (including but not limited to SAS, SPSS, S-Plus, STATA, Rand Minitab); using statistical research to prepare a report, paper or presentation; using programs such as Excel or Access, preparing charts and tables, and developing and/or presenting reports on statistical studies or surveys; AND communicating in person, via email, presentations, written reports and/or over the phone.

OR

Education: One (1) full year of graduate level education or superior academic achievement

Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: Planning and executing projects or programs with rigid deadlines; analyzing and managing various programs and activities providing technical advice and making recommendations; conducting analysis using statistical software packages (including but not limited to SAS, SPSS, S-Plus, STATA, R and Minitab ); AND communicating data results in the form of written reports, graphs, charts and tables; presenting findings in a formal setting such as a classroom, conference or professional meeting.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB. or J.D., if related.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
