Duties

Help
  • Develops and maintains mechanisms to monitor systems operations and to provide for effective problem identification and trend analysis. Monitors service level agreement compliance. Provides technical assistance to users.
  • Monitors the performance of computer systems and associated hardware/software and reports findings regarding problems or possible problems as they relate to systems performance.
  • Aids in analyzing performance output and recommendation systems improvements.
  • Analyzes the impact of proposed critical systems changes, resource needs and/or procurement to determine their impact on a wide range of project plans.
  • Identifies potential problems and develops alternative solutions/strategies and recommendations for consideration by management.
  • Assists the higher graded analysts in the design of new/existing major systems/subsystems as well as aids with software development, testing and implementing activities for application systems.
  • Provides technical advice and assistance to management on new developments and advanced techniques in the field of management information systems (MIS).

Qualifications

WHO MAY APPLY: Applications will only be accepted from applicants eligible for one of the following categories.

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Applicants must have 52 weeks of specialized experience at the GS-9 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes providing recommendations on complex IT issues; supporting problem resolution; managing assigned projects; and communicating complex technical information to non-technical personnel. Such work assignments include supporting IT systems development projects; evaluating the effectiveness of installed systems and services; and providing advice on a wide range of IT issues.

Possess a Ph.D. or equivalent doctoral degree OR have completed 3 full years of progressively higher level graduate education leading to such a degree. Your educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Note: Transcripts are required to substantiate education.

Education

PROOF OF EDUCATION: If you are qualifying on the basis of education or satisfying an educational requirement, submit a copy of your transcripts that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. The degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

COVID-19 VACCINATION REQUIREMENT: As required by Executive Order 14043, Federal employees must be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 no later than November 22, 2021 and submit documentation of vaccination by November 23, 2021 OR shortly after appointment or onboarding with SSA, if this occurs after November 22, 2021. At the time of selection, SSA will provide additional information regarding what documentation you must provide and how you can request a legally required exception from this requirement.

To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

This position is eligible for telework according to agency policy.

Relocation expenses will not be paid.

This is a critical sensitive position.
