Duties

Help

As Principal Deputy Director, OSSAM, you will:

serve as an alter ego to the OSSAM Director on leading CDC's innovative, collaborative, and cost-effective facilities in light of COVID, safety, security, intelligence, health, wellbeing, logistics, and related programs which support CDC's mission, vision, and strategic goals;

provide oversight and responsibility for the budget planning, execution, audit, and compliance in coordination with CDC's leadership;

provide oversight for OSSAM's policy, performance, and communications, including developing and executing a plan to deliver a cost avoidance to CDC;

in conjunction with the OSSAM Director, lead OSSAM's offices and CDC staff in effectively leveraging and managing resources by implementing shared services, innovative approaches, program process improvements, establishing standards as appropriate;

develop and implement strategic plans to transform and improve OSSAM's business services, operations and infrastructure, enterprise processes and shared resources in a way that maximizes their value while minimizing risk;

lead strategic efforts to improve the systems and infrastructure needed to support critical agency operations while adhering to directives and oversee OSSAM's information technology architecture;

represent OSSAM and CDC on interagency and intergovernmental committees and work groups as the authority on program planning and evaluation and resources management process;

establish liaison with senior planning and resources management officials in other government agencies and private organizations.

serve as a supervisor to subordinate team leaders and staff.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.

SPECIALIZED EXPERIENCE REQUIREMENT
You must have one year of specialized experience directly related to the position that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include senior-level managerial and leadership experience in an organization-wide program for facilities management, safety, security, employee services for health and wellbeing, and operational activities including financial, workforce planning, policy, and information technology systems to enhance business services, operations, and infrastructure.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)
This position also requires that you have PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Senior experience providing leadership and management for an organization-wide program that integrates the strategic goals which support the design, operations, and best practices related to safety, security, facilities, health, and employee services.

2. Senior experience leading and managing a diverse portfolio of projects and programs to improve the systems and infrastructure by implementing shared services and enterprise processes across an organization.

3. Senior-level experience and responsibility for oversight of resources including complex budget development and management, workforce, organizational performance, high level communications, and information technology systems.

4. Demonstrated senior experience with policy development and operational guidelines for safety, security, facilities, and employee services with the appropriate stakeholders.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs to be certified by an OPM Qualifications Review Board (QRB) prior to being appointed to the position. If you are currently serving in a career SES appointment, eligible for reinstatement into the SES, or successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft ECQs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary for SES positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.

Security and Background Requirements
