Duties

Help

The Justice40 detailee will play a key role in the successful implementation of Justice40. The detailee will coordinate and/or lead projects including a Stakeholder Engagement Plan, a Justice 40 Implementation Plan, one or more Research Projects, Program Analyses, and Risk MAP product revisions.
This exciting opportunity is ideal for candidates with a strong interest in improving the equitable delivery of a major national program with a mission to improve community resilience. Justice 40 is a high priority for Risk Management Directorate Leadership and will involve coordination with, and responding to, FEMA Senior Leaders, the White House Council on Environmental Quality, and Office of Management and Budget (OMB), the White House Environmental Justice Advisory Council (WHEJAC), and others.

Duties Include

  • Participate and lead a multi-functional team that is driving multiple projects to implement Justice40.
  • Coordinate and align Risk MAP efforts internally and with our partners within the Mitigation Directorate.
  • Work with other FEMA equity leads to coordinate Justice40 efforts. This includes working with FEMA's Equity Enterprise Steering Group, FEMA's Office of Equal Rights, and FEMA's Regional Tribal Liaisons to consider the best methods of outreach to the Whole Community.
  • Conduct literature review and develop recommendations for additional research needed to support effective decision making.
  • Lead the development of written reports and status updates as requested by Agency Leadership, OMB, and the White House.
  • Perform assessment of ongoing work intended to embed equity into Risk MAP program activities.
  • Develop recommendations on the path forward for the Justice40 initiative.
  • Develop a multi-year roadmap for improving the equitable delivery of the Risk MAP program.
  • Conduct Briefings to senior leaders as required.

· Assist with the development of requirements for acquisitions.

· Coordinate and track project performance across Headquarters and Regional offices.

· Attend executive level meetings. Travel will be authorized as necessary by RMD Senior Leadership.

· Other Justice40/Equity duties as assigned.

Qualifications

Qualifications required:

  1. Experience in evaluating and resolving program equity issue
  2. Strong communication skills both verbal and written.
  3. Experience researching complex technical and/or social issues, conducting analysis, and providing recommendations.
  4. Skilled in facilitating meetings with a diverse set of stakeholders, including leadership, subject matter experts, program managers, and regional staff.
  5. Ability to analyze data utilizing the White House Climate and Economic Justice Screening Tool.
  6. Ability to work collaboratively with the team and across organizations.
  7. Proficiency in PowerPoint, Excel, Teams, and Zoom
  8. Experience in knowledge management.
  9. Ability to exercise discretion when handling sensitive information or issues.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  3. Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  4. Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
