Summary

This position is located in the Office of System Safety (TSO-10), Office of Transit Safety and Oversight (TSO).  This position serves as the Division Chief for the Safety Policy and Promotion Division (TSO-12).  

You will oversee the Division’s work to conduct planning, development, and implementation of national transit safety policy, including strategies, plans, regulations, directives, public notices, and guidance for both internal FTA offices and external industry stakeholders.

Duties

Help

The Supervisory Transit Safety Specialist:

  • Provides expert advice and guidance regarding the development and implementation of national transit safety policy, including strategies, plans, regulations, directives, public notices, transit safety performance criteria and measures, and standards, and outreach and technical assistance for both internal FTA offices and external industry stakeholders.
  • Leads the team’s efforts to identify and assess progress against Administration and Departmental goals, objectives, and missions.
  • Directs, manages, and supervises employees performing work at GS levels up to and including GS-14 and with varying levels of skills and technical proficiency.
  • Assigns work where the work involves substantial resources and frequent adjustments of tasks and schedules may be needed in response to changing priorities. 
  • Represents the Office in transit industry working groups and interacts closely with industry stakeholders and representatives of other external organizations on critical transit safety issues.

The ideal candidate for this position is a senior-level safety professional with strong leadership skills, demonstrated capabilities in building and maintaining partnerships inside and outside an organization, and experience managing complex, high priority programs. The ideal candidate also has experience developing national level strategy, plans, and policies and successfully implementing them through training, technical assistance, or stakeholder outreach.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TELEWORK: FTA supports various work life flexibilities to include, maxi-flex schedules and telework up to 80% as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized up to 80% telework as approved by management.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience developing and implementing national level policy, including strategies, plans, rules, regulations, directives, or guidance.
  • Experience organizing and leading teams to complete tasks in an environment of shifting priorities.
  • Experience communicating policy to stakeholders and coordinating with stakeholders on policy development and implementation.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Communication - Ability to communicate through presentations and briefings to executive leadership and external audiences to convey technical information on public transit programs.
