This position is located within the Export-Import Bank of the United States Office of Inspector General (EXIM OIG). The incumbent serves as Assistant Inspector General for Congressional and Public Affairs (OCPA) in the Office of Inspector General and reports to the Inspector General or designee. The Office of Congressional and Public Affairs communicates with Congress, the news media, and the general public, as well as internal and external stakeholders, about the OIG's work, including responding to inquiries and requests. OCPA edits, produces, and publishes OIG reports and correspondence.

As the Assistant Inspector General for Congressional and Public Affairs you will be responsible for:

  • Planning and directing the OIG's congressional relations program:
  • Planning and directing the OIG's external and internal communications;
  • Planning and directing the review and analysis of existing and proposed legislation and regulations to identify and report on OIG concerns regarding program weaknesses, which may contribute to fraud, waste, abuse, inefficiency, or ineffectiveness in EXIM programs and operations;
  • Providing leadership to staff responsible for editing, producing, and publishing OIG work products, such as audits;
  • Providing guidance to staff serving as liaison to a variety of government groups or Agencies including the Council of Inspector General on Integrity and Efficiency to ensure the OIG's participation in key CIGIE activities;
  • Providing executive support to the IG, DIG, and senior OIG leadership by managing the preparation of external communications presentations, analyses and reports, or speeches, including those to Agency leadership, other governmental organizations, private entities, and congressional staff.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs).

Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as 'ineligible.' Additional information on the ECQs is available at www.opm.gov/ses/recruitment/ecq.asp. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Please limit your written statements to 1 1/2 pages per ECQ.


EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

MTQ 1 - Demonstrated mastery of the principles, methods, practices, and techniques of communications that enable an office to function as technical authority on all internal, congressional, and public matter.

MTQ 2 - Demonstrated ability to communicate effectively, or lead those who must communicate effectively, with high-ranking Government officials, Members of Congress, and their staff to explain, promote, and resolve issues relating to OIG work.
