As a Records and Information Management (RIM) Specialist, you will be responsible for:
Serving as the point-of-contact for NRC staff to coordinate document processing activities provided by OCIO’s Document Processing Center. Providing guidance to NRC submitters on agency guidance on processing NRC-generated documents into ADAMS.
Serving as a member of NRC business process reengineering teams to standardize and better align agency business processes with the ADAMS program. Incumbent is a key participant in the design, development, operation, and evolution of the ADAMS system.
Developing and delivering specialized, focused training sessions and providing on-site assistance for NRC staff on how to align existing office work processes with functionality, policies, and procedures.
To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. The NRC will request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience that demonstrates the ability to apply agency policies, rules, and regulations; ability to develop system functional test plans, performs acceptance testing, and analyze and document results; ability to communicate and present complex technical material in oral and written form; preferred ability to perform detailed analysis of ADAMS operational problems caused by custom code, the COTS product itself, or other factors, that impact the ability of OCIO to deliver a high level of reliability and service to the user community. Defines, analyzes, and establishes system functional requirements and obtains customer feedback and coordinates consensus with all participants. Documents the problem and proposes changes or actions as appropriate. Interacts with IT staff and contractors to resolve problems and effect repair. Reviews and critiques proposed course materials and participates as an expert resource in course delivery and evaluation. Preferred experience assisting with the development of ADAMS training courses provided by OCHCO/Professional Development Center. Provides background and input to the development of such courses. Demonstrated knowledge of current industry software capabilities and industry and federal standards relative to document submission, image/text/bibliographic storage and retrieval, and document, workflow, records, and content management. Extensive experience in using on-line, interactive systems that perform such functions. Extensive experience with electronic document and records management systems and technologies, including those associated with storage and retrieval document profiles, scanned images, and electronic text.
The ideal candidate will be able to demonstrate the following:
Knowledge of the laws, regulations, standards, and policies governing Federal information and records management activities
Knowledge of the policies and procedures associated with NRC’s use of ADAMS and other recordkeeping systems, requirements, and procedures for processing information and records.
Significant knowledge of the overall system design and specific software features and functions of the Agency-wide Documents Access and Management System (ADAMS) in sufficient detail to assist other users, comprehend system requirements, and execute functional test plans.
Able to assist in prepare ADAMS training materials, conducts on-site training, provides customer assistance, and performs analysis of complex operational problems with little or no supervisor or management review.
