Duties

This is a temporary assignment not to exceed 6 months (and may be extended for an additional 6 months).

This position is with the Office of Inspector General, AIG FOR MANAGEMENT, in Herndon, Virginia. The incumbent will perform a wide range of information technology security duties including, but not limited to, the following: compliance monitoring, OIG program reporting, methodology reviews and/or development, system evaluation activities, risk assessments, and OIG network assistance when appropriate.

As a Information Technology Specialist (INFOSEC) - TEMP NTE 6 Months you will be responsible for serving as the OIG Information Technology enterprise-wide Security Officer and providing OIG network assistance for essential IT activities for the OIG.

Major duties include:

  • Advising leadership on developing and/or revising specific policies and procedures that involve information security and assurance
  • Maintaining OIG's compliance with the Federal Information Systems Management Act (FISMA) requirements, in collaboration and cooperation with all OIG staff members; and establishing an IT security training program
  • Recommending improvements/enhancements to current security processes and procedures and new security hardware and software
  • Participating in network and systems design to ensure implementation of systems policies, procedures, and processes
  • Conducting security risk and vulnerability assessments, protection requirements, contingency planning, and disaster recovery processes.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Must be a current DOI OIG employee.
  • Lifting of weights up to 25 lbs may be required.
  • Travel by air and/or car may be required. Trips may last 5-10 nights.
  • THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED 6 Months (may be extended up 6 months). The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. If temporarily promoted, the temporary assignment may be ended earlier or extended for up to six (6) months based on management's needs. At the end of the temporary promotion (if temporarily promoted), the employee's basic pay will be set at the rate received prior to being temporarily promoted, regardless of length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.

Minimum Qualifications GS-14:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service performing all of the following:

1. Overseeing systems evaluations, audits, and reviews to ensure security measures are adequate or require enhancements or changes;
2. Performing information security risk analysis to identify vulnerabilities and other complex IT security problems;
3. Advising leadership on developing and/or revising specific policies and procedures that involve information security and assurance;
AND
4. Writing information systems security Standard Operating Procedures (SOPs) and policies.

Applicants must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • Skill in written and oral communications sufficient to present technical information and concepts in a clear and understandable manner
