This position is located in the Office of Audits and Evaluations (OAE), Office of Inspector General (OIG), Export-Import Bank of the United States (EXIM), in Washington, DC. The position reports directly to the Deputy Inspector General for Audits and Evaluations (DAIGAE).

As an organizational component of the OIG, OAE is responsible for the audit, inspection, and evaluation functions as well as promoting economy, efficiency, and effectiveness in the administration of EXIM's programs and operations. OAE conducts its work in accordance with generally accepted government auditing standards (GAGAS or Yellow Book) promulgated by the Comptroller General of the United States and the Quality Standards for Inspection and Evaluation (QSIE or Blue Book) established by the Council of the Inspectors General on Integrity and Efficiency (CIGIE), by providing independent and objective audits, inspections, evaluations, and other reviews of EXIM that recommend programmatic, operational, and management improvements.

The incumbent serves as a Senior Auditor and is responsible for planning, coordinating, conducting and overseeing a wide variety of complex audits, inspections, evaluations, and other reviews to assess the economy, efficiency, and effectiveness of EXIM programs and operations.

At the full performance level, duties include, but are not limited to:

  • Manages and plans congressional audit programs and provides oversight for financial audits to include IT system (FISMA), payment integrity in proper payment, and financial modeling of risk factors.
  • Independently plans, coordinates, conducts, and/or oversees complex audits, inspections, evaluations, and other reviews to provide an independent and objective assessment of the efficiency and effectiveness of EXIM programs and operations and to help policy makers and congressional oversight committees identify ways to improve agency management, reduce costs, and increase the integrity of the agency's programs and operations.
  • Independently prepares or reviews audit, inspection, evaluation, and review programs, work in process, workpapers, and reports to ensure (a) adherence to the assignment plan, and prescribed policies and standards; and (b) the quality and effectiveness of individual work products.
  • Serves as a COR for multiple complex concurrent OAE contracts for audits, inspections, evaluations, and other professional services. Independently prepares statements of work for those contracts, including specifying AIE and other review requirements. Independently monitors and ensures the fulfillment of contract requirements and deliverables.
  • Participates in OIG investigations, as needed. Works with OIG investigators to develop information and material relating to fraud and program irregularities for use by US Attorneys. Provides audit, inspection, evaluation related testimony at hearings and court proceedings involving local and federal criminal and civil prosecutions.
  • Reviews existing and proposed legislation, regulation, and standard operating procedures in terms of their impact on economy, efficiency, and effectiveness or their prevention of fraud and abuse.
  • Evaluates and responds to requests, inquiries, and complaints which may be from Congress, OMB, other federal agencies, OIG or EXIM management, and the general public.

Qualifications

Basic Requirements:

A. A degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government. Specialized experience includes:
  • Experience serving as a Contracting Officer Representative, preparing statements of work and fulfilling contract requirements and deliverables.;
  • Experience preparing and reviewing work programs, work papers, notice of findings and recommendations, draft and final reports.; and
  • Experience ensuring that all audit, inspection, or evaluation work (planning, performing, and reporting) meets the requisite standards (e.g., Generally Accepted Government Auditing Standards or Quality Standards for Inspection and Evaluation).
Education cannot be substituted for experience at the GS-14 grade level.
