WHAT DOES A HUMAN RESOURCES SPECIALIST DO? As a Human Resources Specialist, you will provide comprehensive and authoritative staff assistance in in the human resources development discipline. You will serve as a technical expert responsible for devising human resources development (HRD) strategies, policies, and programs for Servicewide application. Using a mastery of HRD principles, concepts, practices, laws, and regulations and consultative skills, you will perform expert administrative, evaluative, or technical work concerning human resource development and employee training program activities Servicewide. In addition, you may complete a variety of analytical studies or projects relating to substantive, mission-oriented, HRD programs for the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Serve as an Instructor on a variety of Front Line leadership training courses if selected for a position in the Leadership Academy.
  • Meet with managers and executives within the Service to define the overall goals and objectives of the program and project responsibilities.
  • Serve as an HR Specialist and leader for the program area and assigned projects, providing expert advisory and consultative service on human resources issues and special assigned projects.
  • Prepare directives, memoranda, written guidelines, and develop recommendations relating to projects; design and re-design written documentation, charts, and reports to meet program needs.
  • Establish a system to schedule, review, control, and report on project statuses. Prepare action plans and schedules for program/project accomplishment.
  • Research regulations, policies, and standards to develop and perform in-depth analyses.
  • Conduct extensive research of project data, requirements, and impact; analyze results and the application of appropriate regulations and policies to develop recommendations. Provide briefings and present recommendations to high-level management.
  • Utilize comprehensive knowledge of the range of laws, policies, regulations, and precedents and industry standards applicable to human resources development to strategize, plan, coordinate, and establish operating methods and procedures.
  • Prepare HR Development directives, IRM issuances, memoranda, policy statements, and other written guidelines and recommendations relating to the project.
  • Use initiative to adapt or refine broader guidelines to resolve complex issues, research trends and patterns, develop new methods and criteria, and/or propose new policies and practices regarding training instructional design.
  • Provides expert advice and authoritative information to top management, training program managers at headquarters and field sites, to course developers, and task forces members on all aspects of IRS educational programs.
  • Participates in developing education staff expertise by providing course developers and other program managers at lower grades with methods and media guidance for supporting the management of Service wide education programs. Participates with senior managers in the strategic and operational planning cycle to determine fiscal year budget and resource requirements.
  • Evaluates and develops course objectives, criterion-referenced test, and education materials for operating programs. Conducts program reviews by analyzing course and training effectiveness through on-site visits to locations where employee training is being administered and by making changes that improve guidelines, operational activities, and educational materials.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience includes: Experience utilizing the laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program; experience with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Skills in consulting and facilitation techniques and methods.

SPECIALIZED EXPERIENCE: GS-13 LEVEL:
To be minimally qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes: Experience that demonstrates expertise in applying a wide range of advanced laws, theories, principles, and practices of at least one area of human resources (e.g., hiring and recruitment, labor/ employee relations, payroll, etc.) with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to employee relations problems/issues; comprehensive knowledge of the functions and relationships of a human resources program as well as internal and external functions and relationships; experience demonstrating extensive skill with communicative techniques in order to effectively meet and deal tactfully and persuasively with others to resolve issues which are sensitive and occasionally controversial in nature and to maintain harmonious relationships with all parties. Expert skill in consulting and facilitation techniques and methods.

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

The offices within Enterprise Talent Development (ETD) support various aspects of learning and development within the Service, including but not limited to: classroom and virtual training delivery; leadership training and development; professional and cross-functional training; HR professional training; career management; knowledge management; and training plans approval and evaluation.

Continued from Duties:
  • Provides educational expertise to subordinate training staffs on technical aspects involving course revisions or developments giving emphasis to format, scope, continuity, objective, sequencing, methodology, and media selection.
  • Analyzes responses from level I and II feedback systems and implements changes to correct identified deficiencies. Designs and analyzes level III feedback systems and revises/improves curriculum offerings as needed. Develops new systems for evaluating educational needs in unique employee development program areas.
  • Serves as a lead or principal team member to coordinate the development, administration, and implementation of pilot classes and course development projects. Researches, identifies, and develops criteria and procedures to conduct program evaluations and measure employee development program accomplishment.
