Duties

Help
  • Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
  • Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.
  • Responsible for the analysis and evaluation of programs as they affect assigned equipment.
  • Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
  • Perform the full range of administrative and technical supervisory duties.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Overseeing project responsibilities such as development, acquisition, testing, life cycle support, resources management, contracting, scheduling, personnel and facilities (2) Advising on program operations in the areas of establishing processes, procedures and tools for program execution (3) Participating in analysis of a program's budget, cost and mission requirements AND (4) Development of project management policies, planning, requirements and direction within a Software program.


This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-III (GS-13).

Key Leadership Position (KLP)- Acquisition Category (ACAT) I Deputy Project Manager Selectees occupy a Key Leadership Positions (KLP) as per 10 U.S.C. 1706. KLP Project Manager ACAT I selectees must have a Level III certification in Program Management and meet all other KLP requirements prior to entering the position. Any deviation from KLP requirements can only be waived by the AAE.

Critical Acquisition Position (CAP) -The educational requirements outlined under the "Requirements" section must be met and verified. Submit the following documents so a determination can be made.Acquisition Corps Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director, Acquisition Career Management, Acquisition Career Record Brief (ACRB) or agency ACRB equivalent document.

Non-Acquisition Corps Members - Submit your transcripts. Additional documentation maybe required if you are selected.

Baccalaureate degree from an accredited educational institution and ONE of the following:24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.24 semester credit hours in the person's career field and training equivalent (American Council on Education recommended credits) to 12 semester credit hours in the disciplines listed above.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH III or GS-13).

This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level 3 in Life Cycle Logistics within 24 months of entrance on duty. (Certification requirements may be found in the Defense Acquisition University Catalog at http://www.dau.mil/.) Due
to the impact of the Coronavirus, individuals with entrance of duty dates prior to April 1, 2022 will have an additional 12 months to meet the certification requirements, up to a total of 36 months.

U.S. Army Acquisition Support Center

Acquisition Statement: Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field Program Management within 24 months of entrance on duty.

Supervisory Cash Differential NTE 10% of the employee's basic pay (basis pay defined as pay without the locality rate) IAW the organization's Business Rules. The Differential is paid on a pay period basis with a specified not to exceed date of one year or less, is reviewed every year, and may be terminated or reduced as dictated by fiscal limitations or changes in assignment or scope of work.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
