Duties

Help

As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide personnel support functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees.

Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.

Establishes, develops, and maintains effective working relationships with officials of related and allied installation programs, as well as finance and budget, manpower and organization, safety, security, staff judge advocate, MEO/EEO, AFPC and other agencies, personnel organizations, and consultants.

As the Civilian Personnel Officer, develops Command procedures for review of program quality, progress, and effectiveness. Evaluates overall Command force development personnel and assigned programs by directing staff assistance through visits, studies, metrics, correspondence, and reports; and maintains surveillance necessary to ensure that education, training, and military personnel practices are properly and consistently employed.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

In this position, you will lead and manage a MAJCOM Human Resources Policy and Operations Division overseeing the development of command policy as well as the operation of command-wide personnel support functions including Classification, Staffing, Employee & Labor Relations, and Diversity, Equity, Inclusion and Accessibility programs. This division has over 300 personnel at four main locations in the U.S. with several remote workers. The incumbent will provide both technical and administrative direction through subordinate supervisors and advises staff regarding policies, procedures, and directives of higher level management or headquarters.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to civilian personnel programs, labor & employee relations, and diversity, equity, inclusion and accessibility programs.
  2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide command level staff guidance and/or requirements determination/analysis, manpower programming and resourcing, headquarters ceiling management.
  3. Ability to plan, organize, and direct the functions and supervise, coach, mentor, motivate, and evaluate a staff as well as units/sections' staff through subordinate supervisors.
  4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
