Duties

This position is assigned to the Medical Evaluation Division of the Coast Guard’s National Maritime Center (NMC), located in Martinsburg, WV. The primary purpose of the position is to plan, manage, and coordinate health system activities and information systems associated with reviewing and evaluating medical records and forms to determine the medical suitability of mariners to perform duties onboard commercial vessels.

  • Leading the Technical Support Team in identifying, distributing and balancing workload and tasks among employees. Reviewing completed work and provide feedback. Reporting to the supervisor periodically on team and individual work accomplishments, problems, progress mastering tasks and work processes
  • Managing, analyzing, and coordinating medical evaluation activities associated with the review of medical records and forms to determine the medical and physical suitability of mariners to perform duties on board commercial vessels. Serves as a medical subject matter authority and performs the initial review of medical waiver requests submitted as part of a mariner application, or separately provides comments and recommendations, to the Medical Evaluation Division Chief and the NMC chain of command on the medical approval or denial of a Merchant Mariner Medical Certificate (MEDCERT) application.
  • Developing, analyzing, evaluating, and improving the effectiveness of work methods and procedures, organizations, budget, manpower utilization, distribution of work assignments, and management controls pertaining to the physical and medical suitability of MEDCERT applicants as well as the entire application process. Develops and implements program policy and performs short and long-range program planning.
  • Managing the Medical Evaluation Division outreach communications program, including the Division webpage and newsletter to ensure vital information concerning the evaluation of a mariner’s health status as part of the mariner application process is current and accessible to the national network of examiners.
  • Managing the continuing quality improvement program for the Division. Maintains current knowledge of medical terminology, the latest medical treatments and technological advances consistent with the expected standards for a licensed mid-level clinical practitioner. Evaluates current Quality Standards Systems work
    processes and provides recommendations to Division Chief to ensure and improve the capability of the branch to effectively and efficiently review applications and submit timely recommendations on mariners’ medical conditions. Assists with the development of the Division medical evaluation training program.

At the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service.

Examples of specialized experience include: Experience developing/providing training to others. Reviewing and processing incoming applications. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  2. Knowledge of quality/performance improvement principles and measurement techniques to identify and analyze the sources of problems, formulate corrective strategies, and recommend monitoring activities.
  3. Knowledge of medical terminology, anatomy and physiology of sufficient depth to communicate with the staff concerning the medical condition of mariners or the need for additional information to conduct a thorough evaluation as well as knowledge of a medical disorders and the normal course of diseases, anticipated complications and therapeutic interventions.
  4. Knowledge of standard computer software and other appropriate applications, including medical data bases, to assess medical evaluations and communicate recommendations or comments.
  5. Knowledge of the techniques of written and oral communication to speak and write clearly and effectively to ensure proper application of regulatory programs and policies, secure acceptance of proposed measures, deal with the public at all levels, and maintain effective relationships with representatives of the marine industry and maritime unions.
