As the Deputy Assistant Inspector General for Audits, ES-0511-00, you will perform the following major duties:
Establishes audit organizational goals and develops long and short-range plans to attain these goals, including appropriately allocating resources and advocating when additional resources might be needed to meet operational and emergency needs. This includes recommending organizational changes to improve audit operations, including revisions of basic structure, allocation of resources and key subordinate positions, as needed;
Establishes audits priorities through strategic planning; assigning audits that are relevant and formulated to promote meaningful change within the DOI monitoring the progress of those efforts; and, keeping the Inspector General and the immediate office apprised on the status of relevant issues related to the work. Directs the development of the annual audit plan, focusing on high-risk and high-impact DOI's programs, contracts, grants, and financial systems;
Provides guidance and direction to audit teams and ensures timely audits completion by holding staff accountable to meet approved milestones;
Ensures the audits are pursued, documented and finalized in accordance with the applicable standards, including the General Accountability Office (GAO) Yellow Book standards and other Federal accounting and auditing guidelines, auditing and evaluation guidelines established by the Office of Management and Budget, the Council of the Inspectors General on Integrity and Efficiency (CIGIE), and applicable standards set by the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), or other recognized professional associations;
Represents the Assistant Inspector General for Audits, Inspections, and Evaluations (AIGAIE) or OIG at meetings with, and provides summaries of findings and activities for Congress, CIGIE, high-level DOI or other Federal agency officials, private industry, or media;
Prepares and presents sensitive and confidential briefing documents or testimony for congressional hearings or investigations, or judicial or administrative proceedings regarding OIG programs and operations, including the OIG budget, planned work or funding initiatives;
Conducts or leads special projects or reviews, which are of critical importance to the mission and goals of OIG, at the request of the IG, DIG or AIGAIE
Successful completion of a background investigation.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, the experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.

MTQ 1 - Demonstrated experience leading the development and execution of an annual audit work plan. Experience must include: (1) taking a data-driven, risk-based approach to identifying program areas or issues where audit coverage is needed; (2) developing appropriate audit objectives, scope, and methodology; and (3) incorporating innovative audit procedures that identify root cause.
MTQ 2 - Demonstrated experience managing, supervising, coordinating, and conducting relevant, timely, and high-quality audits that assessed the economy and efficiency, financial aspects, compliance, and program results related to Federal programs and operations. Experience must include ensuring such audits are conducted in accordance with the Government Auditing Standards (Yellow Book).
MTQ 3 -Demonstrated experience ensuring that audit reports are (1) issued in a timely manner and (2) include audit recommendations that drive positive change. Experience must include performing follow up activities to ensure that audit recommendations are appropriately resolved and closed.

Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting.
