Duties

Help

As the Deputy Assistant Inspector General for Inspections and Evaluations, ES-0343-00, you will perform the following major duties:

  • Establishes inspection and evaluation organizational goals and develops long and short-range plans to attain these goals, including appropriately allocating resources and advocating when additional resources might be needed to meet operational and emergency needs. This includes recommending organizational changes to improve operations, including revisions of basic structure, allocation of resources and key subordinate positions, as needed;
  • Establishes inspection and evaluation priorities through strategic planning; assigning projects that are relevant and formulated to promote meaningful change within the DOI and monitoring the progress of those efforts; and, keeping the Inspector General and his immediate office apprised on the status of relevant issues related to the work. Directs the development of the annual inspection and evaluation plan, using a data driven approach and focusing on high risk/high impact projects;
  • Provides guidance and direction to inspection and evaluation teams and ensures timely completion by holding staff accountable to meet approved milestones;
  • Develops project ideas, determining the most effective and efficient approach to be followed in the performance of the projects, and monitoring progress;
  • Ensures the inspections and evaluations are pursued, documented and finalized in accordance with the applicable standards, including the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation, evaluation guidelines established by the Office of Management and Budget, and applicable standards set by the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), or other recognized professional associations;
  • Serves as an alter-ego to the Assistant Inspector General for Audits, Inspections and Evaluations (AIGAIE) in the management of AIE, when designated, and initiates action, as appropriate, to continually improve the efficiency and effectiveness of the AIE through the use of new business or technological measures, processes, techniques or strategies;
  • Fosters and promotes effective communication within the organization, both horizontally and vertically. Ensures Departmental senior level management are appropriately informed of AIE activity. Collaborates with peers within DOI OIG, and across the CIGIE community;
  • Reviews existing and proposed legislation or regulations and policies to determine the effect on the efficiency and effectiveness of OIG inspection and evaluation programs, and makes recommendations, as appropriate.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, the experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the ECQs and MTQs as described in this vacancy. As such, your narrative statements should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: directing the work of an organizational unit; ensuring the success of one or more specific major programs or projects; monitoring progress toward strategic organizational goals; evaluating organizational performance and taking action to improve performance; supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

We recommend that your ECQs include examples that are clear, concise, and emphasize their level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

Executive Core Qualifications (ECQ) Requirement Documentation

Mandatory Technical Qualifications (MTQ) Requirement Documentation

MTQ 1 - Demonstrated experience leading the development and execution of an inspection and evaluation work plan. Experience must include: (1) taking a data-driven, risk-based approach to identifying program areas or issues where coverage is needed; (2) developing appropriate objectives, scope, and methodology; and (3) incorporating innovative procedures.


MTQ 2 - Demonstrated experience managing, supervising, coordinating, and conducting relevant, timely, and high-quality inspections and evaluations that assessed the economy, efficiency, and results related to Federal programs and operations. Experience must include ensuring such inspections and evaluations are conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation.

MTQ 3 - Demonstrated experience ensuring that inspection and evaluation reports are (1) issued in a timely manner and (2) include recommendations that drive positive change. Experience must include performing follow up activities to ensure that recommendations are appropriately resolved and closed.

Education

There is no substitution of education for experience at this level.
