Help

  • Manages and maintains the OIG's various cloud platforms.
  • Designs and implements automated solutions in development, testing, and production environments for cloud products and services.
  • Implements projects using agile development and user centered development principles.
  • Leads and coordinates with OIG development teams to improve automation of workflows, infrastructure, code testing, and deployment.
  • Collaborates with OCIO divisions to facilitate delivery of appropriate permissions and access to cloud-based tools to OCDO staff.
  • Identifies opportunities for automation, monitoring, and infrastructure-as-code and develops and scales cloud products and services accordingly.
  • Establishes and maintains processes to ensure environment security, applying industry standards and best practices, and provides tooling to make development workflows more secure.
  • Designs, coordinates, and implements specific recommendations regarding changes to cloud computing infrastructure with governance entities.
  • Establishes and monitors key metrics to manage cloud computing resources effectively and efficiently, security.
  • Plans for and implements disaster recovery and supports incident response management, as appropriate.
  • Identifies, evaluates, and recommends technological advances having a major impact on the current and planned application of IT expended towards meeting the IT goals of OIG.
  • Directs in-depth analysis of various approaches including consideration of technical implications (e.g., network interfaces, legacy systems), compatibility with existing IT infrastructure, systems, enterprise architecture, and with technical information systems.
  • Ensures stringent application of information security/information assurance policies, principles and practices to cloud components.
  • Defines and identifies cloud solution architectures for key initiatives and major projects. Leadership and Management 40%
  • Serves as point of contact for key cloud migrations, implementations, and transformations for OIG.
  • Leads in the implementation of new approaches while maintaining operational functionality with numerous other mission critical applications, cloud platforms and Software as Service Platforms.
  • Advocates for contemporary cloud technology practices with senior HHS OIG leaders and external stakeholders.
  • Provides strong leadership and senior-level advocacy for the delivery of technology that supports HHS OIG's current and future mission needs.
  • Works with other HHS OIG divisions to deliver projects using lean and agile project management methodologies, change and risk management, and contemporary information technology practices such as "DevSecOps".
  • Supports the culture of data-driven delivery within HHS OIG and ensure the delivery and iteration of technology services is supported by effective analysis of the financial benefits of taking an agile, open, user-driven approach.
  • Monitors HHS OIG cloud-related budgets, costs, forecasts, and related performance information. Actively participate in HHS OIG cross-component· process improvements, ensuring technology is strategically designed and implemented on an enterprise wide, user-focused basis rather than legacy technology or existing organizational structure.
  • Works with key stakeholders to establish and refine practices to manage cloud services and platforms.
  • Provides substantial input to the IT Roadmaps, which defines the priorities and timeline for modernizing OIG application systems in cloud environments.
  • Develops, refines, and maintains procedures related to the setting of cloud architecture standards within OIG.
  • Participates in relevant OIG governance bodies including, but not limited to, the Information Governance Committee, Architecture Review Bodies, Data Working.
  • Groups, Change Control Board, and Technical Review Board.
  • Participates in the Federal-wide cloud and HHS communities to ensure that OIG is continually improving its IT and digital practices and modem best practices.
  • Coordinates and assists in implementation of long-term changes to OIG consumption of cloud-based products and services with enterprise architecture and security teams and project teams.
  • Establishes and measures key performance indicators for service delivery, as a means of developing service improvement plans intended to provide continuous improvements; and conducting tradeoffs, cost/benefit analysis, risk analysis, or similar technical analyses to evaluate the architectural impact of requirements changes or proposed contract modifications.
  • Documents and creates institutional knowledge on role responsibilities.
  • Provides oversight and direction in the management of the IT staff and contracts for the development of major application systems for operations of program delivery systems.

Applicants must have 1 year of specialized experience equivalent to the GS-14 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience serving as the principle advisor on all matter related to the cloud architecture and modem IT practices for an organization; (2)
  • Experience providing oversight and guidance to subordinates and contractors responsible for cloud architecture; acquisition management; information assurance; systems security; and testing and operational evaluation of cloud applications; AND
  • Experience directing and overseeing efforts of project management for the IT program delivery system.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Recruitment Incentives: Payment for relocation expenses are not authorized for this position. A recruitment bonus may not be offered. Repayment of student loans will not be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
