This position is located in the Comptroller Division of the United States Property and Fiscal Office (USPFO). The paramount purpose of this position is to serve as the primary point of contact to the USPFO Comptroller Division as the action officer for the Defense Travel System (DTS), with responsibility for carrying out a wide variety of complex processes related to DTS. Manages and organizes a Tier II help desk for the Army National Guard (ARNG) within the state. Serves as the, Financial Defense Travel System Administrator (FDTSA) subject matter expert (SME), Defense Travel System (DTS) for the USPFO, and the state ARNG including its supported units. Responsible for authorizing and setting up the correct lines of accounting for payment of Government funds. Performs a variety of analytical, technical, and administrative work for substantive programs and support activities. These programs are funded through a number of sources such as reimbursable accounts and transfer of funds between organizations. Program and funding are unpredictable and subject to change throughout the fiscal year. This necessitates making frequent adjustments to budget estimates to different DoD organizations through the cross organization. Responsible for the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees using guidelines that often lack specificity due to changing mission requirements, i.e. changing travel destinations while en-route, delaying travel and foreign travel requirements. Functions include liaison between the USPFO/state ARNG and Defense Finance and Accounting Service (DFAS) Project Management Office (PMO-DTS), regarding the functional use of DTS, monitoring and maintenance of DTS as well as identifying and analyzing problem areas, etc. Serves as the on-site subject matter expert for resolving especially difficult or sensitive problems with unit DTS. Provides analysis regarding the various accounting methods, procedures and techniques to validate DTS transactions. Performs various accounting, budget, and financial support related duties as ARNG DTS travel regulations are not completely standardized due to complex mission requirements. Performs various accounting system applications to resolve problems of processed transactions on existing transaction records to modify automated processes in existing accounts. Specialized Experience -
Must have 24 months experience that prepares the applicant to perform the prescribed duties of the position. An applicant must demonstrate the specialized experience competencies in the identification of issues/problems involving the full range of financial services. Skilled in working with ARNG inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records. Skilled in the ability to perform pay analysis of complicated pay, travel, and accounts payable issues involving corrective actions. Has the competencies to review pay concerns or complicated pay adjustments to include assessing unusual circumstances or conditions. Skilled in analyzing particular facts of financial transaction problems/issues, verify and evaluate data; and obtain additional information to reconcile discrepancies or inconsistencies. Has the knowledge of pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution.
