Duties

Help
  • Leads and provides support to interdisciplinary teams in the development of Resource Management Plans, Environmental Assessments, Environmental Impact Statements, and Categorical Exclusions.
  • Prepares and/or reviews environmental assessment documents to ensure compliance with all applicable laws and regulations.
  • Assists team leaders in determining level of detail, scope of analysis, and checks quality of the documents being produced.
  • Ensures the analysis is clear and consistent and makes corrections as needed.
  • Works with team leads, senior specialists and Field and District Office managers and supervisors to prepare and monitor time schedules for District/Field Office planning efforts.
  • Works closely with the District/Field Office Public Affairs Officer, project leads and managers to ensure land use planning efforts are well coordinated with State, local, and Federal agencies.
  • Provides training and guidance on data input and interpretation, quality control, and administrative record management of district/field level plans.
  • Responsible for preparation and monitoring of the District/Field office land use and annual work plans.
  • Serves as Contracting Officer?s Representative in matters of contracting out work related to resource management plans, environmental impact statements, and related documents.

Specialized Experience:

GS-09: Applicants must possess one (1) year of year of specialized experience equivalent to at least the GS-07 in Federal Service. Examples of specialized experience may include: experience in general natural resource management planning and environmental analysis; reviewing environmental assessment documents to ensure compliance with applicable laws and regulations; reviewing documents to ensure they are well-written and defensible; and experience creating and maintaining planning and environmental analysis reports, and providing clarification of reporting requirements

Education: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or a LLB or J.D if related

Combination: You may meet qualifications requirement for this position with an equivalent combination of the type and level of experience and education described above.

GS-11: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 in Federal Service. Examples of specialized experience may include: experience with land use and multiple use resource management planning; experience working on interdisciplinary teams responsible for land use planning and environmental analysis processes; reviewing planning and NEPA documents to ensure they are well-written and defensible; reviewing environmental documents to ensure compliance with applicable laws and regulations; maintaining planning and environmental analysis reports/database, and providing training and clarification on reporting requirements

Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study

Physical Demands: GS-09 level: The individual in this position works primarily in an office setting with normal indoor heating, cooling, and lighting. The individual may be required to lift files boxes and books. Occasional field work might entail hiking or traveling over rough terrain to review resource issues.
GS-11 level: The standards at level 8-1 describe the work as primarily sedentary, although some slight physical effort may be required.
The work of this position is a sound match to the description of the physical demands of the standards guide at level 8-1.
The individual in this position works primarily in an office setting with normal indoor heating, cooling, and lighting. The individual may be required to lift files boxes and books. Some occasional field work may involve somewhat strenuous hiking over varied terrain, but most work is sedentary.

Work Environment: GS-09 level: The incumbent works in an office setting, however, field work may be required to complete projects. The employee may be exposed to discomfort from harsh weather outside of the indoor office setting.
GS-11 level: The standards guide describes the work environment as typically performed in an
adequately lighted and climate controlled office. The individual may be required
occasionally to travel.
The work environment is a sound match to the standards guide at the 9-1 level. The incumbent works in an office setting, however, some field work may be required to complete some projects. The employee may be exposed to discomfort from harsh weather outside of the indoor office setting.
