This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS), The Office of Space Commerce (OSC) with one vacancy in Suitland MD or Washington, DC.

This position is also announced under vacancy number NESDIS-OSC-2022-0006, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.

As an Administrative Officer, you will perform the following duties:

  • Management Studies: Serves as an Administrative Officer assisting management to identify its financial, personnel, and material needs and problems while ensuring the effective integration of program and budget planning.
  • Budget Oversight: Provides budget oversight to ensure funds are used in accordance to the operating budget.
  • Personnel Management: Oversees all programs relating to workforce and develops comprehensive decision-making and program status information for major regional and national program reviews and meeting with senior management officials.
  • Procurement and Acquisitions: Advises on and negotiates contracts, agreements, and cooperative arrangements with other government agencies, contract services, universities, or private organizations.

Due to COVID-19, the agency is currently in an expanded telework posture. NOAA received notice of reintegration to occur on April 25, 2022.  As employees are permitted to return to the office, you will need to follow management’s guidelines on the expectation of reporting to the duty station listed on this announcement. You may be eligible to request to telework depending upon the terms of the agency’s telework policy.

This position requires a Moderate Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 is equivalent to the GS-13/14.

* A one year supervisory probationary period may be required.

Qualifications

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-4 or GS-13 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service.

Specialized experience MUST include all of the following:

  • Executing administrative functions, which may include preparation of recruitment packages; coordination and monitoring of procurement actions and bankcard purchases; managing mobile devices; and application of human resource policies.
  • Analyzing staffing operations and creating office staffing plans;
  • Developing recommendations to improve organizational administrative and financial processes; and
  • Providing property and facilities management oversight.

Education

Substitution of education for specialized experience is not applicable to this vacancy.

For the purpose of filling positions in multiple MD locations in the future, the certificate(s) for this position may also be used
to fill positions in College Park, MD, Suitland, MD, Greenbelt, MD or Silver Spring, MD.

A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

You will be evaluated for this job based on how well you meet the qualifications above.
