Help

Duties may include but are not limited to:
-Responsible for ensuring that the office is well organized, meets all deadlines, and adequately supports Primary Care Service Line management and subordinate field facilities.
-Organizes and directs office clerical staff in the conduct of office reception, filing, calendar, reports, correspondence, mail distribution, time keeping and clerical support activities.
-Coordinates all Primary Care Service Line personnel activities and acts as primary liaison with Human Resources Management Service.
-Assists the Administrative Officer and CBOC Coordinator with management and monitoring of all Primary Care Service Line fund control points.
-Training coordinator for Primary Care Service Line clinical and administrative staff.
-Responsible for all aspects of equipment management for the Primary Care Service Line.
-Responsible for Primary Care Service Line's Emergency Management & Safety programs.
-Coordinates Service time & attendance activities, ensuring that time cards are appropriately and timely completed and certified.
-Responsible for coordinating provider credentialing activities for the Medical Directors.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/19/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skilled in written and oral communication sufficient to prepare and present findings and recommendations, carry out specific actions regarding controversial issues, and gaining acceptance of or implementing new policies and concepts; Ability to prepare final-draft quality correspondence, reports, and policies for top management signature; Skilled in researching, investigating, and formulating letters of response on patient inquiries made by Members of Congress and the President of the United States; Comprehensive knowledge of English grammar, punctuation, and spelling to prepare/edit correspondence for the signature of the STVHCS Director, Primary Care Service Line Administrator and Medical Directors; Knowledge and ability to utilize Personal Computer applications, including Microsoft (MS) Word, MS Excel, MS PowerPoint, MS Outlook, and MS Internet Explorer to collate and manipulate data, conduct analyses and develop reports, presentations, monitors, correspondence, policy memoranda, etc; Knowledge of employee leave and attendance regulations and the use of VATAS time keeping system; Ability to develop training materials and teaching aids, to conduct formal and informal training sessions for administrative and professional staff; Knowledge of and ability to apply principles of office management related to reception, filing, reports & suspense's, correspondence, calendars, and mail & distribution activities; Knowledge of and ability to apply principles of office management related to reception, filing, reports & suspense, correspondence, calendars, and mail & distribution activities; Knowledge of accounting as it relates to budget controls, planning and record maintenance in order to manage control points; Ability to review trends and evaluate new programs or program changes to incorporate necessary amendments into budget allocations; General knowledge of federal personnel policies and practices with respect to hiring, orientation, employee rights, leave regulations, the disciplinary process, the awards process, employee counseling, the EEO process, writing position descriptions, preparing organizational charts, and developing performance standards. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of full-time graduate education. (TRANSCRIPT REQUIRED)

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

The South Texas Veterans Health Care System (STVHCS) is comprised of two inpatient campuses: the Audie L. Murphy Memorial VA Hospital in San Antonio and the Kerrville VA Hospital in Kerrville, Texas. The STVHCS serves one of the largest primary service areas in the nation, with 63 counties, and is part of the VA Heart of Texas Veterans Integrated Service Network (VISN 17), with offices located in Arlington, Texas. The STVHCS is a facility providing primary, secondary and tertiary health care in medicine, surgery, psychiatry, and rehabilitation medicine.
