Help

You will serve as IT Department Head managing all of ICC’s IT related technical work with a staff of military and civilian employees. You will also manage an annual budget with unit and enterprise wide impacts. 

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Developing and maintaining cybersecurity plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.
  • Supervising a team of military and civilian personnel, who provide direct IT support to the ICC staff, and other CG personnel in the National Maritime Intelligence Center and remote locations within the National Capital Region.
  • Serving as Senior IT subject matter expert in association with ICC’s Command Senior  Leadership, Security Officer, Information System Security Officer, and IT Operations providing leadership and planning of ICC’s IT Operations and Information Security (INFOSEC) program.
  • Overseeing and coordinating IT systems analysis to include; applications software, operating systems, hardware services, network services, data management, system administration, future business architect/business process analysis.
  • Analyzing and evaluating IT and INFOSEC support functions for improving organizational effectiveness and efficiency.
  • Preparing and presenting briefings to senior management officials on complex/controversial issues.

Qualifications

To Qualify for the GS-14:  Applicants must possess specialized experience equivalent to 1 year of experience at the next lower grade level (GS-13) that is similar to experience gained in the federal sector.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.   Examples of specialized experience include all of the following:

  • Analyzing and evaluating IT and INFOSEC support functions for improving organizational effectiveness and efficiency;
  • Developing new or modified IT policies, regulations, goals or objectives;
  • Serving as a technical specialist for systems responsible for production management, IT gap analysis, systems supporting intelligence collection;
  • Supervising/managing various IT support functions and projects in support of an organization's mission requirements. 

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

1. Acquisition Level III or equivalent Certification within two years of entry into the position.

2. Project Management Professional or equivalent Certification within two years of entry into the position.

3. Department of Defense CYBER Workforce IAM Level II Certification within two years of entry into the position.

You will receive credit for all qualifying experience, including volunteer experience.

Selectee for this position who are current federal employees on permanent appointments who are appointed prior to September 30, 2022 and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Selectee for this position who are newly appointed to a permanent position prior to September 30, 2022 are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Selectee for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.  More than one loan may be repaid if the combined repayments do not exceed $10,000.  Receipt of this incentive will require a three year service agreement. 

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.

  • Skill in providing authoritative interpretations and guidance to management officials and other IT specialists; and, resolving issues involving conflicting IT requirements.
