Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TITLE 32 ENGINEERING TECHNICIAN (CIVIL) (MI CGJMTC), Position Description Number D0591P01 and is part of the MI Camp Grayling, National Guard.
This position is located in the Engineering Plans and Services Division, Directorate of Facilities Engineering. The primary purpose of this position is to provide technical expertise in preparing engineering plans, specifications and cost estimates. Additionally, the incumbent of this position will conduct preliminary and intermediate contractual inspections.
(1) Coordinates the work of technicians, State employees, contract employees, temporary and seasonal employees and military personnel of all activities and units engaged in minor construction, maintenance and repair functions at the training site on a year-round basis.
(2) Directs activities pertaining to planning, programming and executing of: construction, alteration, conversion maintenance and repair of the site's physical plant, including buildings, utilities, roads, parking and storage areas, bridges and other structures; and, the operation of utility systems, including electrical, water, sewage, storm drainage, heating, air conditioning, refrigeration and ventilating systems.
(3) Conducts technical inspection of all types of facilities in need of maintenance or repair to determine materials required for minor construction projects to be accomplished by troop labor.
(4) Assists activity and military unit supervisors in effecting on-the-job training for their personnel by helping to establish task lists of practical projects in minor construction, maintenance and repair of facilities of the training site.
(5) Plans for material, equipment, and personnel requirements for completing scheduled work on a time-phased basis throughout the year consistent with availability of resources.
(6) Maintains necessary records relating to authorization, progress, production, cost and material used incident to minor construction projects accomplished by troop labor and major maintenance and repair projects accomplished throughout the year.
(7) Reviews engineering plans and specifications for compliance with Federal and State regulations, and ensures that design formats comply with applicable guidance.
(8) Develops and produces engineering specifications and cost estimates using specification guides, engineering handbooks, building construction cost data, manufacturers publications, engineering standards for types of materials, fire and safety codes, and other published material.
(9) Furnishes sketches and layouts supplemented by verbal or written information for preparation of drawings.
(10) Prepares modification/alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent.
(11) Provides surveillance of engineering problems pertaining to environmental pollution control and abatement, and prepares recommendations thereon.
(12) Performs other duties as assigned.

This is an excepted service position that requires membership in a compatible military assignment in the Michigan National Guard, required prior to the effective date of placement.

Military Grades: E4 - O3
GENERAL EXPERIENCE: Experience or training which provided familiarization of engineering instruments, testing procedures and techniques. Ability to read and understand specifications, instructions and procedures to use high school level mathematics.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training with knowledge of basic standard engineering principles, methods and practices. Experience reading and interpreting engineering and architectural plans and specifications. Experience planning, scheduling and supervising; exercising initiative and sound judgment. Experience using a variety of inspection techniques and practices to determine compliance with plans and specifications. Experience communicating both orally and in writing in a clear and concise manner.
