OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The Supervisory IT Specialist (eDiscovery Group Manager) , located in the Department of Veterans Affairs (VA) Office of the Inspector General (OIG), Office of Investigations (OI), Cyber Investigations and Technical Operations Division (CITOD), eDiscovery Group.

The incumbent serves as a Supervisory Information Technology Specialist and will manage the eDiscovery Group, which perform a wide variety of Information System Technology duties to include working with the eDiscovery product currently administered by the CITOD.

As a Supervisory IT Specialist (eDiscovery Group Manager), you will:

  • Plan, develop and/or coordinate activities with the SAC CITOD, necessary to design, implement, and support operating systems through procurement and installation of appropriate systems software.
  • Adapt, modify, and/or refine guidelines to resolve specific complex and/or intricate eDiscovery issues and problems.
  • Prepare and present briefings to senior management officials on complex and/or controversial eDiscovery issues.
  • Provide expert technical advice, guidance, and recommendations to management, subordinate, and other IT specialists on critical IT issues regarding the eDiscovery program. Coordinate short and long-range plans and objectives related to the eDiscovery system, advising the Special Agent in Charge (SAC) on decision implication and impact on program utilization and plans for new IT developments and applications in conjunction with the eDiscovery tool.
  • Collaborate with subordinate staff to ensure projects are successfully executed (scope), completed on time (schedule), and on budget (cost), and validate that work products fulfill their intended purpose. Develop statements of work and/or monitor contractor performance to accomplish program requirements.

OIG's Office of Investigations (OI) investigates crimes and other violations of law committed against Department of Veterans Affairs (VA) programs and operations by employees and non-employees. These criminal and civil investigations involve a wide range of subject areas, including health care, procurement, education benefits and construction fraud; cyber-crime; bribery, embezzlement and conflicts of interest; narcotics offenses; and violent crimes. OI is composed of seven regional field offices and seven headquarters divisions.

Conditions of Employment:

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service.
Specialized experience for this position includes:
  • Utilizing an electronic discovery (eDiscovery) software package to collect data; AND
  • Evaluating, reviewing, and making recommendations on eDiscovery program use, including changes in response to new or emerging technologies; AND
  • Applying IT principles, concepts, methods, standards, and practices in devising projects or plans.
In addition to meeting specialized experience, applicants must also show proficiency in:

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
