This is a Bargaining unit position represented by American Federation of Government Employees (AFGE), Local 17.

Work Schedule: Monday - Friday 8:00 am - 4:30 pm
Compressed/Flexible Schedule: Available
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Major Duties:
  • Develops, integrates, and maintains data and extract transform and load (ETL) procedures to ensure the integrity and efficiency of
    data interchanges.
  • Performs needs-analyses of the Board's business-line information requests. The needs analyses may include defining new or improved ETL process solutions.
  • Develops, coordinates, and implements all ETL procedures for all new projects and maintains effective awareness of all production activities according to required standards. Provides support to all existing applications.
  • Documents all technical and system specifications documents for all ETL processes.
  • Performs unit tests on all processes and prepares required programs and scripts.
  • Works with database, data warehouse, and data lake developers/contractors to ensure analytical utility of data in the data warehouse and applications.
  • Collaborates with all developers and business users to gather required data and execute all ETL programs and scripts on systems.
  • Implements all data warehouse activities and prepare reports for same.
  • Collaborates and develops all data warehouse models and prepares reports for all meta data integration into systems.
  • Drafts all ETL scripts and prepares required reports for all end users.
  • Participates in consultations with customers to identify and specify requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/02/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


Basic Requirements for Data Scientist:

  • A. Degree: An undergraduate or graduate degree from an accredited college or university in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position;
  • OR
  • B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Experince using analytical and evaluative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
    • Experince working with a large data system architecture, maintenance, querying, and extraction programs/tools such as: Oracle Data Base Administration, Statistical Analytical Software, Oracle Business Intelligence Enterprise Edition, and Tableau.
    • Experince applying a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures.
    • Demonstrated skill in applying, project management and organizational principles and practices, and data administration and data related policies and standards, and process engineering concepts.
