The Staff Associate for Data Analytics (SADA) is responsible for establishing & managing a directorate-wide data vision, including data governance, quality, architecture, & analytics, thereby ensuring TIP maximizes the value of its data assets to fulfill the missions of the directorate.
The incumbent works closely with the TIP senior management team to address the ever-growing data resources & needs to enable TIP to harness information to improve operational efficiency & support data-driven decision making & strategy setting:
Applies a deep understanding of NSF mission & grant management processes, well-rounded knowledge of NSF proposal & award data & system structure, & strong technical experience in data science, to advise TIP executive leadership on the directorate’s data & analytic initiatives, & to develop a TIP data & analytics vision & strategic plans.
Leads directorate-wide data analytics working group & develops partnerships across divisions/offices to execute the data & analytics strategic plan.
Fosters a culture of data-driven decision making and data sharing within the TIP directorate.
Serves as the TIP liaison to NSF-wide working groups such as Enterprise Architecture Working Group (EAWG).
Assists in the development of short & long-range strategic plans, establishing objectives for research programs & program evaluation, & providing scientific evaluation & technical advice for programs at NSF.
Develops & implements an effective data governance structure in TIP with a focus on strategic data asset development.
Develops a communication & interaction model to maintain regular engagement with TIP leadership and divisions.
Designs robust data architecture and leverage sound infrastructure – enabling TIP to maximize opportunities for data analytics innovations while meeting NSF data compliance mandates in privacy and security.
Develops a comprehensive TIP data analytic strategic plan, build capabilities to help the directorate gain insight and perspective on TIP data, and support both tactical and strategic decision-making.
Promotes analytic innovations through data discovery & data exploration to assist directorate and/or division to strategically advance its missions(s);
Represents the Directorate & NSF to the scientific community, to other NSF directorates, to other agencies/organizations, & to the public.
Creates & maintains linkages to other NSF units & other Federal agencies in pursuit of the overall NSF mission.
Participates in staff, panel, committee & other meetings, providing input relevant to Program area and/or Division.
Pursues and/or is responsive to assignment on special projects & temporary functional teams from across NSF to solve problems, improve staff communication, & effect coordination for special program.
Contributes ideas and efforts to improving the quality of policies and NSF’s performance of the overall mission. Develop policies and plans for strengthening research and education programs.
Provides information to the community on how NSF is pursuing its mission & gathers data & impressions from the community on the effectiveness of NSF’s performance.
Prepares & disseminates a variety of informational documents which may include data on progress being made toward NSF’s goals, trends & opportunities papers, & budget plans.
Establishes contacts & maintains active involvement in related areas through participation in professional activities. Maintains familiarity with current research developments. Pursues research as workload & travel funds permit.
Expands administrative capabilities through training courses or assumption of new management responsibilities.
Responsible for providing administrative & technical direction & supervision of up to four staff members.

Qualifications
Candidates must have a Ph.D. in any Mathematical Science (Mathematics, Statistics, Computer Science, Data Science, etc.), plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master’s degree in any Mathematical Science (Mathematics, Statistics, Computer Science, Data Science, etc.), plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.
This position is outside the competitive civil service.
