Major duties include:

  • Utilize a broad range of procurement policies and procedures, plans, analyzes and evaluates  procurement programs supporting the acquisition strategies and initiatives. Enforce policies and creates internal procedures that improve how PBS manages its acquisition procedures and system administration.
  • Serve as the national point of contact for external acquisition databases (CPARS, Fedbizopps, PPIRS, SSAM, etc.). Collect and analyze and distribute usage and performance data, in easy to use formats, to encourage consistency, improvement and increased usage of acquisition related systems.
  • Serve as a project manager for internal contract writing systems and databases (ECF, EASi, Business intelligence, etc.) in Public Buildings Service (PBS) organization. Responsible for the initiation, development and recommendation of contractual policies and
  • procedures for the guidance and control of PBS in procurement matters. 
  • Develop national/regional acquisition system strategies in support of PBS business and ensures the implementation or related systems. Develop strategies and methods, collects appropriate data; analyzes results, and provides specific recommendations regarding acquisition initiatives and programs. Provide direction, expertise, guidance and advice to regional users of the PBS acquisition system, as well as to the users of the systems with which the acquisition system interfaces.

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

1. All of the following: 

(a)
Completion of Training listed in Level I & II of  FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification.
(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.

  • Knowledge of procurement principles, methodology, concepts and technical program requirements necessary to apply theories and new developments to problems not susceptible to treatment by current methods.
  • Knowledge of acquisition processes and policies associated with PBS divisions and broad knowledge of all PBS business lines, including comprehensive knowledge of acquisition-related performance goals and measures of the Agency and PBS.
  • Knowledge of government contracts, contracting laws, regulations, policies and principles including techniques of contracting methods and operations.
  • Knowledge of the acquisition program, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative professional procurement guidance on all issues related to the assigned programs.
